Assistant General Manager

Overview

Transit America Services, Inc. is currently seeking an Assistant General Manager in San Jose, CA. This position supports the oversight of Caltrain's Operations & Maintenance functions, including Safety, Training, Compliance, Customer Service, Dispatch, Train Operations, Maintenance of Way, and Maintenance of Equipment. Candidates should possess progressive passenger rail management experience, strong knowledge of FRA regulations and rail operations, and a demonstrated commitment to safety.


The pay range for this position is $185,000.00 - $215,000.00 annually.

Duties and Responsibilities:

• Responsible for assisting in the management and oversight of the operation and maintenance activities of the Caltrain service property and equipment in a demanding 24X7 environment.
• Act on behalf of the General Manager when required.
• Assist in the development and oversight of training and qualification programs.
• Schedule, manage, and direct a unionized workforce, managers, and administrative team members.
• Responsible for ensuring compliance with applicable Federal Railroad Administration (FRA), CPUC, OSHA, and other regulations and operating requirements.
• Assist in the management and oversight of the Operations & Maintenance contract requirements.
• Work in concert with the Safety, Training & Compliance Department to participate in and ensure compliance with regulatory testing and qualification programs.
• Develop, implement, and oversee initiatives to drive performance improvements related to safety, security, operations, and maintenance activities.
• Assist in the development of annual departmental operating budgets.
• Oversee, manage, and assist in the development of Capital and State of Good Repair programs, including annual, five-year, and long-range planning initiatives.
• Guide, mentor, and develop staff across all departments.
• Develop and implement Standard Operating Procedures and policies related to Caltrain service requirements.
• Assist and provide input related to Collective Bargaining Agreements, including claims, grievances, and contract administration.
• Regular, predictable attendance and punctuality are requirements for this position, as well as the ability to respond and work holidays, nights, and weekends.
• Work closely with other departments and team members to provide safe and reliable service.

Qualifications:

• High school diploma or equivalent.
• A bachelor's degree in business or organizational management, engineering, or a closely related field, preferred (can be substituted with 10 years passenger railroad experience).
• Minimum of 15 years of relevant experience in the management of passenger rail service activities operating under Federal Railroad Administration.
• Experience working with Collective Bargaining Agreements and a strong knowledge of work rules.
• Experience with electrified rail operations is preferred.
• Experience managing and leading large, unionized workforces.
• Experience achieving results and lead a multi-faceted workforce.
• Proven ability to develop, implement, and track policies, procedures, and initiatives.
• Experience with team-building and employee development.
• Ability to understand and meet contract requirements.
• Strong organizational, interpersonal, and leadership skills.
• Excellent written and verbal communication skills.

Pre-Employment Requirements:

• Subject to pre-employment background check and motor vehicle report review.

• Maintain a valid driver's license and endorsements as required per position.
• Subject to pre-employment physical, medical evaluation, and drug screen due to the safety sensitive nature of this position.
