With general direction from the Assistant Division Chief (CEA Level A), the Bureau Chief, is responsible for the day-to-day administration, leadership, and management of the Budgets and Accoutning Bureau. They will participate in formulating, operating, evaluating, and implementing fiscal policies, processes, practices, and reporting related to budgeting, accounting, and fiscal management, working closely to advise and assist the Administration leadership in all fiscal-related matters.
This position requires the ability to work under pressure to meet deadlines and a very broad knowledge of various laws, rules, policies, and procedures in multi-disciplined staff areas, work cooperatively with others, and respond to emergency demands. You willl be expected to exercise a high degree of initiative through independence of action and originality and demonstrate tact and a high degree of independent judgement with SCO staff.

- Advise the Chief and Assistant Chief of the Administration and Disbursements Division (ADD) on financial operations and policies impacting the administrative functions of budgets and accounting.
- Provide day-to-day policy decisions on operating procedures, implementation of programs and management techniques impacting the fiscal direction of the SCO, and ensure fiscal responsibility and establishment of standards of accountability.
- Ensures adequate expenditure controls are in place, oversee the accuracy of fiscal management data and implementation of systems for revenue analysis and projections.
- Perform fiscal forecasting to foresee future revenue and expenditure trends that influence departmental operations and financial goals.
- Ensure the Bureau operates successfully to support SCO operations statewide for all staff and the public.
- Develop and monitor the budget for Fiscal Management and assure the budget is sufficient to administer operations efficiently.
- Engage with internal and external stakeholders to address an array of complex fiscal issues, including developing operating budget allotments, developing and costing staffing requirements, impact analysis of legislation on current and future program activities, forecasting and trend analysis on program growth, and developing overhead and billing rates.
- Ensure accuracy and completeness of transitional accounting data and the reporting of fiscal activities, cost recovery reports, and year-end financial statements.
- Develop, implement, monitor, and report on internal controls to promote adherence to all relevant laws and regulations.
- Lead the most complex and strategic accounting projects, working in collaboration with budget staff and SCO's business divisions to create and maintain various fiscal-related reports for the department.
- Prepare briefings and reports about the Bureau including metrics, accomplishments, and challenges for Administration leadership and decision-makers upon request.
- Establish, maintain, and foster effective working relationships with control agencies, as well as private, public, and other stakeholders relevant to SCO operations.
- Serve as primary contact with control agencies on budgetary and accounting related issues, representing the SCO with the Department of Finance (DOF), the Legislative Analyst's Office (LAO), legislative committee consultants, and the Statewide Accounting and Reporting Division (SARD) to support SCO's fiscal needs and ensure the appropriate application and interpretation of statewide policies.
- Oversee Bureau personnel, providing direction and guidance to managers and staff, including assigning and prioritizing workload, reviewing work products, and providing feedback.
- Mentor, coach, and guide staff to develop knowledge and expertise in various program areas, providing resources to ensure that all budgets and accounting professionals and appropriate staff throughout SCO are trained.
- Provides timely and constructive feedback to employees on their work performance, working with them to develop and achieve their annual individual development plan goals, t aking appropriate corrective actions as necessary.
- Develop and implement an approved succession plan for the Budget Office and DAO.
This position is located at The Emerald Tower on Capitol Mall , steps from Tower Bridge and is walking distance to the State Capitol. The building offers affordable monthly parking, employee gym access, an amenities center, and a beautiful mid-tower garden terrace. It is conveniently situated only blocks from Old Sacramento, numerous restaurants, a seasonal farmer's market, and the Crocker Art Museum. Overlooking the Golden 1 Arena and Downtown Commons, the office is accessible from Sacramento Regional Transit's light rail and bus systems, with convenient access to I-5, I-80, US 50 & US 99. This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the State Controller's Office policies.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees' monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027.
