Chinese Hospital | San Francisco Bay Area About This Role Department Human Resources Reports to Human Resources Director Type Full Time -Exempt Requisition # 12749 Position Summary The Senior Human Resource Specialist manages and coordinates assigned human resource processes at all business locations. This role provides day-to-day oversight and work direction to the HR Specialist and serves as a senior resource for employees and leaders on HR matters. The position manages employee health and welfare plan administration, talent acquisition activities, HRIS/data integrity, compliance activities, employee engagement initiatives, and HR marketing and communications. The Senior HR Specialist exercises independent judgment in managing assigned HR processes, resolving issues, analyzing data, making recommendations, and ensuring programs are administered in accordance with applicable federal and state regulations, organizational policies, and plan provisions. Essential Duties And Responsibilities Manages the administration of health and welfare plans, including enrollments, changes, terminations, benefit billing and reconciliations; partners with payroll, Accounts Payable, employees, and insurance providers to resolve issues and ensure accurate records and deductions. Provides day-to-day oversight, work direction, training, and guidance to the HR Specialist; reviews work for accuracy, establishes priorities, and serves as an escalation resource for routine HR matters. Manages Talent Acquisition activities for assigned positions, including job postings, candidate sourcing and screening, interview coordination, candidate tracking, offer process coordination, pre-employment requirements, and recruitment follow-up. Partners with hiring managers and HR leadership to identify recruiting needs, recommend sourcing strategies, monitor recruitment activity, and support an effective candidate experience. Manages employee engagement initiatives, including coordination and oversight of the LOVE Committee, engagement activities, recognition efforts, and related employee programs. Manages HR marketing and communications, including HR announcements, employee communications, recruiting materials, engagement communications, and coordination of HR-related content to ensure consistent and timely messaging. Manages day-to-day HR service activities, including triaging the general HR inbox, incoming calls, and in-person employee and manager inquiries; independently resolves issues within scope and escalates complex matters as appropriate. Conducts audits of payroll, benefits, HRIS, personnel records, and other HR programs; analyzes data, identifies trends or compliance gaps, and recommends and coordinates process improvements. Manages employee license and certification tracking to support compliance with organizational and regulatory requirements, including monitoring expiration dates and coordinating renewals as needed. Oversees Form I-9 completion and maintenance, background check processes, employee file documentation, and other employment records to ensure accuracy, timeliness, and compliance. Manages HRIS transactions and data integrity for assigned processes, including employee changes and terminations; coordinates with payroll and other departments to ensure accurate and timely processing. Coordinates and manages assigned components of the performance review process, including communications, tracking, reporting, and follow-up. Prepares and reviews HR correspondence, reports, presentations, and other communications as needed; ensures information is accurate, professional, and aligned with HR practices. Supports HR leadership with special projects and process improvements and independently manages assigned projects from planning through completion. Follows Hospital and Department policies and procedures at all times, including but not limited to the Administrative Manual, Environment of Care, Human Resources, Infection Control, Corporate Compliance, and Code of Ethics. Attends and actively participates in required in-services, training classes, seminars/workshops, staff meetings, exercises, and drills; reviews department communications and assigned materials. Anticipates needs, responds professionally, and seeks appropriate resolution of concerns. Communication – Keeps HR leadership and appropriate stakeholders informed of progress, issues, developments, and plans; communicates effectively and builds positive working relationships across the organization. At least two years related experience required. Intermediate or higher level of MS Word, Excel & PowerPoint Excellent verbal and written communication skills. Excellent interpersonal and customer service skills. Excellent organizational skills and attention to detail. Working understanding of human resources principles, practices and procedures. Excellent time management skills with a proven ability to meet deadlines. Ability to function well in a high-paced and at times stressful environment. Physical Requirements While performing the duties of this job, staff is regularly required to sit, stand, walk, talk and/or listen. He/she uses his/her hands to do computer work, write reports, do equipment set-up/cleaning/storage, clerical support, etc. He/she will be using the phone frequently. Good vision is needed to be able to read schedules, enter accurate data, etc. He/she must have good general health and demonstrate emotional stability so as to carry out the above-enumerated duties. Able to lift up to 30 pounds Use proper body mechanics when handling equipment Standing, walking and moving 50% of the day Compliance Requirements Complies with Chinese Hospital Compliance Handbook including Code of Ethics and all statutes, regulations, guidelines applicable to federal and state programs.
