Contract Coordinator

Description Reporting to the Contractor Manager, the Contractor Coordinator keeps contractor work on their allocated work fronts safe, on scope and on schedule at the Gramercy plant. This position is the daily point of contact between contractors and Atalco, and the last independent check between a permit on paper and an isolation in the field. The Contractor Coordinator does not own the work itself; the Atalco Work Owner owns it and decides when it is released, changed and accepted. The Coordinator verifies that each of those decisions was properly made and recorded, and stops the job where it was not. That independence is a designed control, not a reflection of trust. This job is performed at the workface: a minimum of five hours of every twelve‑hour shift is spent in the field, and the checks that carry stop‑work consequence cannot be discharged from an office. KEY RESPONSIBILITIES Safety Leadership and Stop-Work Authority Refuse to release a job, and stop work in progress, where a required check has not been satisfied. This authority is final and is not appealable. Exercise no discretion on the non-waivable daily checks: roster and authorization, named supervisor present, permit, isolation, simultaneous operations, job hazard analysis, recorded release, field verification, quality hold points, and stop-work recording. Escalate to the Safety Manager within the hour, and inform the Contractor Manager the same day, where pressed to release work against a non-waivable check. Record any stop-work exercised, including who stopped it and what followed, and act on it. Refuse site entry on credential expiry. Pre-Shift Readiness Verification Confirm every job committed for the day holds a valid work order and cleared the Work Owner’s T‑24 readiness gate. No work order, no work — including small jobs and favours. Confirm yesterday’s exceptions are closed or re-approved, so that no exception rolls forward silently into a second day. Walk every area with work committed for the day and confirm it is released, cleaned and accessible. Confirm materials, tools and equipment are staged at the point of use, checked at the workface rather than in the stores system. Confirm scaffold, lift and access equipment is inspected and tagged, with tags current and legible. Shift Start Authorization Check the roster against authorized workers, including credential expiry, and confirm area orientation, muster arrangements and stop-work expectations have been briefed. Confirm a named contractor supervisor is present for each crew before it leaves the muster point. Brief every change since planning to every crew it affects — process conditions, adjacent work, weather, and anything that moved overnight. Verify the permit stack covers the hazards actually present, matching the permit to the job rather than to the job description. Verify isolation physically, at the equipment, by authorized Atalco personnel, and never over the radio. Review simultaneous operations conflicts and sequence, and separate or cancel adjacent and overhead work. Review the job hazard analysis with the crew performing the work, seeking participation rather than signatures. Confirm the Atalco Work Owner has released each job and recorded the release in their own name. No recorded release, no start. Set planned start, planned finish and an earned-hours target with each crew, and take their commitment to it. Control of Work During the Shift Confirm Short Interval Control ran at the agreed intervals on every job, attend it, and log and escape any miss. Log every blocker at the moment it occurs, with reason, minutes lost and owner, and elevate it through Short Interval Control. Complete field verification on high-risk jobs: permit, lock-out/tag-out, personal protective equipment, barricades, scaffold tags, gas tests, housekeeping and method. Observe contractor supervisor field presence at the workface. Enforce quality hold points before work is covered. Confirm any change to scope, method, material or manpower was authorized by the Work Owner before execution, and stop work executed on an unauthorized change. Shift Close and Handover Close permits and isolations, or hand them over formally to a named holder, leaving nothing live without one. Confirm housekeeping to standard, temporary works accounted for, and the area handed back in a condition the next crew can work in. Record time, quantities and progress against each job, reporting earned hours against actual hours. Confirm punch items are raised with an owner and a date, and that the Work Owner has accepted or refused completion against the criteria set at the point of demand. Confirm the Work Owner’s T‑24 result for the following day’s committed plan, and report what came off and why. Hand over to the incoming Coordinator: open items, live permits, exceptions running, and the following day’s gate result. Contractor Supervisor Coaching and Development Give two specific pieces of positive feedback and one specific correction to named contractor supervisors, within the shift it was earned. Coach one named contractor supervisor each week on one behaviour, supported, observed and documented. Attend the Coordinator team calibration session so that all Coordinators assess the same condition the same way. Communication and Reporting Review punch list aging in allocated areas weekly, ensuring every item carries a name, a date and a visible age. Supply the field evidence that makes the contractor scorecard defensible. Supply the field evidence for invoice reconciliation — hours, quantities and progress against the accepted completion record. Confirm with the Work Owner that the following week’s first-week work packages are at readiness before any crew mobilizes. Verify laydown, storage and staging are allocated and physically available before mobilization, and that internal‑procedures and scope onboarding are complete. Verify at demobilization that every issued key, tool and item of equipment is returned and its condition recorded before the contractor leaves site. Escalate to the Contractor Manager as first stop, to the Safety Manager immediately and in parallel for safety matters, and thereafter in accordance with the escalation path. QUALIFICATIONS and SKILLS Skills Knowledge of permit-to-work, isolation and lock-out/tag-out, simultaneous operations and job hazard analysis practice. Ability to refuse work and hold that refusal under schedule and commercial pressure. Strong field observation and verification discipline, including the ability to test what is happening against what is recorded. Working knowledge of work order and planning systems, and of earned-hours and progress measurement. Understanding of Short Interval Control and daily variance management. Ability to coach contractor supervisors and give specific, timely feedback. Strong troubleshooting and problem-solving ability in a live operating environment. Accurate record keeping under time pressure, including blocker, stop-work and handover logs. Excellent communication, interpersonal, and conflict-resolution skills. Proficiency in Microsoft Office, SAP or equivalent CMMS/ERP, and operational reporting systems. Preferred Qualifications Experience in alumina refining, metals processing, chemical manufacturing or other heavy industry. Experience as a contractor coordinator, site supervisor, permit issuer or authorized isolating authority. Incident Investigation or Root Cause Analysis training. Scaffold, confined space, or working at height competency certification. Supervisory or leadership development certification. Lean Manufacturing, Six Sigma, or Continuous Improvement certification. EDUCATION/EXPERIENCE High School Diploma. Technical or trade qualification, or associate degree, preferred. Equivalent combination of education and extensive industrial field supervision experience considered. Minimum 7 years of industrial operations, maintenance or construction experience. Minimum 3 years of front‑line supervision or contractor coordination experience in a refinery, chemical plant, mining, metals processing, or heavy industrial environment. Experience working 24/7 continuous process operations preferred. Alumina refining experience strongly preferred. LANGUAGE SKILLS Ability to read, analyze and interpret information. Ability to write reports and basic business correspondence. Ability to effectively present information and respond to questions from groups, managers, clients, customers, and the general public.
