Position Summary

The Purchasing Manager I leads purchasing activities for an assigned discipline within an Operating Center and is accountable for section organization, capability, workload, quality, and performance. The role ensures project and proposal purchasing requirements are delivered safely, competitively, ethically, on schedule, within budget, and in accordance with Technip Energies procurement principles and procedures.

This position combines people leadership, sourcing strategy, commercial negotiation, supplier management, governance assurance, resource planning, and hands-on problem solving. The Purchasing Manager I works in a matrix environment across projects, Operating Centers, engineering disciplines, procurement functions, and geographically distributed stakeholders to drive consistent and effective purchasing execution.

Key Responsibilities

Functional Responsibilities

• Develop purchasing strategies for projects and proposals using applicable Category Management frameworks, market intelligence, supplier benchmarks, and project requirements.
• Collaborate with Project Procurement Managers, Category Managers, and Operating Center procurement leadership to define sourcing, bidder engagement, negotiation, and award strategies.
• Partner with Engineering Section Heads and project disciplines to optimize technical requirements, bidder lists, requisition packaging, and cost-effective Material Requisition splits.
• Contribute to Project Approved Vendor Lists, supplier sourcing plans, pre-bid agreements, long-lead strategies, proposal estimates, and purchasing man-hour estimates.
• Lead or support high-value, high-risk, or complex commercial and contractual negotiations, including final negotiations and cross-project leverage opportunities.
• Support purchasing execution involving supplier claims, change orders, purchase order amendments, notices of default, liquidated damages, backcharges, and commercial close-out.
• Build and strengthen strategic supplier relationships while maintaining confidentiality, fairness, competition, and segregation of duties.
• Participate in supplier qualification and performance assessments and provide timely escalation of supplier performance, capacity, or commercial risks.
• Anticipate resource and supplier-market constraints and develop mitigation plans that protect project cost, schedule, quality, and execution objectives.

Leadership / Management Responsibilities

• Organize and manage the purchasing section, including day-to-day priorities, work allocation, workload balancing, and delivery oversight.
• Lead the section purchasing team at Operating Center level and contribute to recruitment, onboarding, training, coaching, and capability development.
• Assign appropriate personnel to projects and proposals based on Project Procurement Manager strategy, project complexity, schedule, and buyer workload.
• Set clear expectations and priorities, monitor execution, remove obstacles, and hold the team accountable for quality, timeliness, and compliance.
• Keep buyers informed of active and upcoming projects, supplier developments, market changes, organizational changes, and other factors affecting execution.
• Provide technical and commercial guidance to Buyers, Lead Buyers, and other purchasing personnel and promote consistent application of best practices.
• Promote collaboration across projects and Operating Centers to maximize leverage, share resources, and maintain consistent ways of working.

Compliance / Operational Responsibilities

• Ensure purchasing personnel follow Technip Energies procurement principles, Golden Rules, Delegation of Authority, Code of Business Conduct, compliance requirements, and applicable project or Operating Center procedures.
• Ensure purchasing activities are conducted competitively and that deviations are properly justified, approved, and documented.
• Approve purchasing deliverables produced by section buyers in accordance with applicable approval cycles and delegated authority.
• Oversee correct and consistent use of approved e-procurement, ERP, and document-management tools, including auditable records and protection of sensitive commercial information.
• Participate in bid openings, shortlist reviews, award reviews, and approval workflows; escalate exceptions, late bids, insufficient competition, budget gaps, and unresolved contractual deviations.
• Confirm bidders included in final commercial recommendations have completed applicable qualification, compliance, and due-diligence requirements.
• Prepare and consolidate purchasing man-hour estimates and budgets; monitor productivity, progress, capacity, and deviations against project budgets and milestones.
• Deliver agreed purchasing KPIs and drive standardization, lessons learned, knowledge transfer, digital adoption, and continuous improvement.

Qualifications

Required Qualifications

• Bachelors degree in Business Administration, Engineering, Supply Chain, Procurement, or an equivalent discipline.
• Progressive purchasing or procurement experience in complex, project-based engineering, energy, industrial, or construction environments.
• Demonstrated experience leading buyers or purchasing teams and allocating resources across multiple concurrent projects or proposals.
• Demonstrated commercial negotiation experience, including price, delivery, payment, contractual terms, risk allocation, and change management.
• Working knowledge of competitive bidding, bidder qualification, commercial bid evaluations, purchase orders, amendments, claims, and supplier performance management.
• Experience using e-procurement and ERP systems to manage sourcing, approvals, commitments, records, and reporting.
• Ability to interpret and apply procurement governance, Delegation of Authority, confidentiality, ethics, compliance, and audit requirements.
