Code Compliance Officer

The Code Compliance Officer performs field inspections, responds to citizen concerns, and supports enforcement of City ordinances and applicable state regulations related to property maintenance, zoning, and public health and safety. This position plays a key role in maintaining neighborhood quality through education, inspection, documentation, and enforcement activities, with an emphasis on voluntary compliance. Authority and responsibilities under this classification vary based on licenser status. Unlicensed staff function in a compliance support role focused on inspection, documentation, and education. Licensed staff are authorized to issue citations and pursue formal enforcement actions in accordance with City policy and state law. DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS: (Individual duties, assignments, and responsibilities required of the position) Conducts field inspections and responds to citizen complaints related to code compliance. Documents violations through photographs, written reports, and inspection records. Issues notices of violation and performs follow-up inspections. Educates residents and property owners regarding City standards, corrective actions, and compliance timelines. Maintains accurate electronic records using City permitting and inspection systems. Coordinates inspections and compliance activities with other City departments. Provides professional, solution-oriented customer service to the public. Performs other duties as assigned. CODE COMPLIANCE RESPONSIBILITIES Inspects public and private properties for compliance with property maintenance, zoning, housing, and sign regulations. Investigates complaints related to unsafe, abandoned, or insanitary conditions. Performs non-point source pollution inspections and monitors unimproved lots. Identifies and investigates illegal dumping and nuisance conditions. Posts public notice signage for planning and zoning applications as required. ENFORCEMENT AUTHORITY BY LICENSURE Specialist (Unlicensed) Conducts inspections, documents violations, issues notices of violation, and performs re-inspections. Supports escalated enforcement actions through licensed personnel. Not authorized to issue citations. Officer (Licensed) Holds required state certifications. Authorized to issue citations and initiate formal enforcement actions in accordance with City policy and state law. Prepares cases for administrative or judicial proceedings as necessary. KNOWLEDGE, SKILLS, AND ABILITIES: (technical, communication, interpersonal, etc.) Knowledge of municipal ordinances, inspection procedures, and compliance techniques. Strong communication and customer service skills with the ability to de-escalate challenging situations. Ability to document inspections accurately and maintain detailed records. Ability to work independently in the field and exercise sound judgment. Proficiency in permitting, inspection, and standard office software applications. WORK ENVIRONMENT: Performs work in both office and field environments. Regularly conducts inspections requiring walking, standing, climbing, crawling, and navigating uneven or steep terrain.
