As a FINANCIAL MANAGEMENT ANALYST (GS-0501-09), you will serve as the subject matter expert for day-to-day processing across the various systems utilized within the section and to serve as liaison with adjacent departments as needed. Professional pay services include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. This position requires continuing independent review of effected pay accounts, and work reconciliations, corrections, and resolution of the most diverse, complex pay conditions of accounts.

• For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Qualifications

GENERAL EXPERIENCE : Skill in collecting and analyzing data effectively, efficiently, and accurately; skill in applying procedures and directives by reading and interpreting program material; skill in presenting formal training presentations and briefings; ability to prepare reports and presentation formats.

SPECIALIZED EXPERIENCE: Must have one year equivalent to at least next lower grade level. Working independently to conduct comprehensive examinations/reviews of pay accounts for Soldiers, Civilians and Vendors. Examining, analyzing, and interpreting finance and accounting data, records, and/or reports to determine conformance to federal appropriation law. Determining eligibility of pay entitlements using current and superseded rules and regulations governing each type of pay. Evaluating facts presented to ensure validity, accuracy, and completeness of claims for customers. Determining eligibility of pay entitlements using current and superseded rules and regulations governing each type of pay. Based on the analysis of pay accounts prepare necessary documentation to pay or collect entitlements and adjust effected taxes. Examining records, original orders, and all substantiating documentation to determine whether pay entitlements and/or tax refunds exist and if credit and/or payment of pay a and allowances are in accordance with prescribed administrative regulations and procedures. Ensuring work is processed in accordance with established guidelines, regulations, policies, and procedures. Experience and knowledge with resolving the most difficult pay problems including extensive research, review, and application of prior pay and tax laws, regulations, and entitlements.

Education

Do you meet the following Education requirement(s)?

If using only education to qualify for the GS-09 position , must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.

OR

LL.B. or J.D., in a related field.

OR

Combining Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a four year degree in a related field to the position.

Minimum Educational Requirement: Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

Undergraduate Education: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree

Graduate Education: Education at the graduate level in an accredited college or university

Additional information

If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency (Register | Selective Service System : Selective Service System (sss.gov)).

This position is an indefinite appointment that may be made permanent later without competition. Employees hired under indefinite appointments may not exceed 5 years (consecutive) time with the agency. The applicant selected may be released at any time subject to a 30-day notice and advised of his/her rights and benefits to which entitled. If a permanent employee accepts this indefinite position, their tenure will change from permanent to indefinite.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel NGB-J1.

Financial Management Certification Requirements:

The certification will not be used as a mandatory requirement in DoD hiring systems. A member who is not certified may still qualify for a position that requires DoD financial management certification as a condition of employment. The most qualified individual will be selected for a position.

Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.

The financial management certification program supports the professional development of the financial management workforce and provides a framework for a standard body of knowledge across all DoD financial business programs.

The financial management certification requirements will vary for positions dependent on the complexity and responsibility of the positions' financial management supervisory and non-supervisory business programs.

Supervisors of financial management coded positions coordinate with the component administrator and component certification authority to determine financial management certification requirements of employees occupying financial management coded positions.
