What You’ll Do At DBH The Ohio Department of Behavioral Health (DBH) is seeking an experienced and strategic Opioid Treatment Program Administrator (Mental Health Administrator 4) to manage the statewide Opioid Treatment Program (OTP) network. The ideal candidate will be a skilled leader with deep knowledge of addiction treatment, regulatory oversight, and multi‑agency collaboration. This position operates under the direction of the Treatment Services Bureau Chief and plays a critical role in advancing evidence‑based treatment, supporting statewide partners, and shaping behavioral health policy. Key Responsibilities Statewide Program Oversight Manage the complex statewide OTP network and maintain strong relationships with opioid treatment providers (OTPs). Provide regulatory oversight in partnership with the Licensure and Certification team. Interface with local, state, and federal law enforcement—including DEA—and collaborate with the State Pharmacy Board, Medical Board, and other regulatory bodies. Lead statewide efforts to expand evidence‑based addiction treatment services. Collaborate with the Substance Abuse and Mental Health Services Administration (SAMHSA) on matters related to OTPs. Strategic Planning & Major Initiatives Identify, develop, and implement plans related to major projects and initiatives for DBH and the Office of the Medical Director, including workforce, treatment access, criminal justice initiatives, integrated care, suicide prevention, and adolescent/adult treatment approaches. Engage with academic institutions, advocacy groups, county boards, other state departments, and federal/state/local officials to support project development and execution. Ensure implementation strategies align with future departmental rules and behavioral health system payment structures. Interact with senior members of the executive, legislative, and judicial branches to support departmental goals. Data‑Driven Program Monitoring & Technical Support Collaborate with DBH staff, hospitals, boards, providers, and researchers to collect and apply information from needs assessments, evaluations, and outcome measures. Provide guidelines for information gathering, approval processes, and data utilization. Use data to assess service effectiveness and availability across the mental health and alcohol/drug treatment continuum. Identify service gaps and develop strategies to enhance statewide delivery. Review and analyze community plans, service needs, and local priorities. Consult with hospitals and boards on capacity considerations and service prioritization. Assist boards and providers with coordination across health care and social service systems. Representation, Policy, & Collaboration Represent the Department at meetings, conferences, and public events to share and interpret departmental plans, policies, procedures, laws, and regulations. Seek constituent input to inform improvements to departmental initiatives. Attend trainings, seminars, conferences, and staff meetings. Speak before constituent groups as a representative of the Department and Office of the Medical Director. Review and recommend changes to legislation, administrative rules, policies, and procedures. Create and maintain logs, records, and files. Lead grants and special projects assigned by the Bureau Chief. Perform other duties as assigned. This is an hourly position and is exempt from the bargaining units, with a pay range of 14 on the E1 Exempt Pay Range Schedule. Normal working hours are Monday through Friday, 8:00am to 5:00pm (Flexible Schedule). This position is located within our Office of Treatment Services , headquartered at the James Rhodes State Office Tower, 30 East Broad Street, 8th floor, Columbus, Ohio 43215 . Unless required by any applicable union contract and/or requirements of the Ohio Revised Code, the selected candidate will begin at Step 1 of the pay range schedule listed above, with an opportunity for pay increase after six months of satisfactory performance and then a yearly raise thereafter. Additional Salary / Appointment Information This is an unclassified position, and as such, serves at the pleasure of the Director of DBH. For all "programmatic" positions, completion of undergraduate core program in one of following fields: mental health & developmental disabilities technology, social work or comparable field (e.g., child & family community services), special education, psychology or rehabilitation or 24 mos. exp. in development & implementation of treatment/ habilitation plans for persons who are mentally ill or developmentally disabled & working as part of interdisciplinary team to assess consumers'/residents' needs & abilities; 12 mos. trg. or 12 mos. exp. in state & federal regulations, standards & court orders governing care, custody, treatment, programming & environment of consumers/residents in mental health or developmental centers, or regulating drug treatment center operations or federally funded drug abuse services, or governing delivery of psychiatric services in adult correctional institution, or affecting community mental health programs (i.e., category of state & federal regulations, standards & court orders must be linked directly to type of facility & services being provided). In addition, 6 mos. trg. in supervisory principles/techniques or 6 mos. exp. scheduling, monitoring & evaluating personnel; 6 mos. trg. in budgeting or 6 mos. exp. determining budget needs & spending for operational unit or program of agency or firm; 6 mos. trg. in employee training & development or 6 mos. exp. writing training materials or conducting training; 3 mos. trg. in manpower planning or 3 mos. exp. scheduling personnel for adequate coverage & making staff projections. Or 6 mos. exp. as Mental Health Administrator 3, 65223. Or equivalent of Minimum Class Qualifications for Employment noted above. Unusual Working Conditions Travel may be required; exposed to communicable diseases & consumers/residents who may display erratic &/or violent behavior.
