Senior Energy Specialist (5642) - SF Environment Department in San Francisco

Job Description The San Francisco Environment Department (SF Environment) is a city department focused on climate protection and environmental justice. SF Environment’s Energy team administers energy‑efficiency incentive programs and supports climate goals. This posting seeks a Senior Energy Specialist to lead efforts to reduce energy use, lower utility costs, and improve refrigerant management in San Francisco and beyond. Responsibilities Manage energy‑efficiency programs with local utilities and the Bay Area Regional Energy Network, including staff, contracts, budgets, and reporting to funders and the California Public Utilities Commission. Supervise and coach a team of staff to ensure professional growth and deliverable achievement. Manage third‑party vendors, their budgets, invoices, change orders, and scopes of work. Obtain participation and manage communications among City departments, other local governments, state and federal agencies, advocacy groups, equipment manufacturers and distributors, and trade associations. Oversee contract compliance, budgets, database management, data entry, reporting, and workflow improvements. Research, analyze, and report on energy‑efficiency and refrigerant‑management topics and policy issues; provide policy and strategic recommendations with a focus on equity. Support grant writing and other funding applications, including drafting narratives, technical analysis, and implementation schedules. Update or create program plans, interagency memos, ARC‑GIS maps, standard operating procedures, and other technical guidance documents. Perform additional administrative and technical duties as required, such as approving timesheets, tracking purchase orders, reviewing invoices, and providing coverage for team members. Qualifications Possession of a baccalaureate degree from an accredited college or university. Six (6) years of professional experience in planning, coordinating, implementing, and evaluating qualified programs or policies in environment, energy efficiency, refrigeration management, or related fields. Four (4) years of professional experience specifically within energy programs (e.g., energy efficiency or refrigeration management). Experience is substitutable for required degrees on a year‑for‑year basis under the established credit conversion. Awarded Master’s or Ph.D. degrees may substitute for one or two additional years of experience respectively. Desired Qualifications Staff leadership, development, and project management experience. Experience supervising staff. Experience gaining adoption of and compliance with legislation. Experience writing grants and reports. Experience navigating and working in or with public organizations. Fluency in Cantonese, Spanish, or other commonly spoken languages in San Francisco. Understanding of equity and related concepts.
