The physical worksite for this position is located in Alexandria , Virginia . Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

A $25,000 recruitment bonus may be authorized for new federal employees in alignment with federal regulations and a signed 1-year service agreement.

The Deputy Chief Information Officer (DCIO) serves as the principal advisor to the Chief Information Officer and the Under Secretary for Intellectual Property and Director of the United States Patent and Trademark Office on the application of information technology (IT) to improve business processes and outcomes. The DCIO provides leadership and management of the OCIO organization and is ultimately responsible for the development, implementation, information security, maintenance, enhancement, and operation of USPTO's information technology and data assets.

The DCIO provides operational and tactical leadership, oversight, guidance and direction for the planning and management of the OCIO and information technology across the USPTO, with particular emphasis on day-to-day IT operations execution and administrative oversight and management. The DCIO represents the Chief Information Officer to the OCIO, USPTO, United States Department of Commerce, legislative and policy-making bodies, and to various work groups and committees composed of governmental, public, and industry group stakeholders. Specifically, the incumbent provides leadership and management of the following areas for the OCIO and information technology across the USPTO:

- Strategic Planning

- Capital Planning and Financial Investment Management

- Workforce Management and Leadership

- Acquisitions and Vendor Management

- Information Security

- Emerging Technologies, including Artificial Intelligence (AI)

- Enterprise Architecture

PROFESSIONAL TECHNICAL QUALIFICATIONS (TQs) : Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

PTQ 1 : Expert knowledge of and demonstrated hands-on delivery experience in a wide range of technology and services - candidate must prove hands-on delivery past performance in at least four of the following areas and demonstrate knowledge and ability across all of the following: AI, enterprise architecture; data architecture, database management, and data warehousing/analytics; cloud computing; software and application development; hardware; networking; cybersecurity; IT operations, and distributed digital voice and data networks.

PTQ 2 : Demonstrated leadership ability and expert knowledge to lead strategic and tactical enterprise-wide emerging technology initiatives to improve and enhance information technology security, development/delivery, operations, and lifecycle management in direct support of defined business objectives across a large, multifunctional technical organization which includes a blended workforce consisting of employees and contractors/vendors.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Professional Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. Additional information

OPM must authorize any employment offers made to current or former (within the last 5 years) political Schedule A, Schedule C, or Non-career SES employees in the executive branch. Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.

Tiering: The USPTO structures its SES positions into categories (i.e. tiers) to determine the pay range for each position. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department/Agency.
