Compliance Investigator - Consumer Protection (Real Estate and Mortgage)

About The Position Compliance Investigator II evaluates and follows‑up on consumer complaints received by the Department of Law through various channels, primarily The position conducts investigations of consumer fraud, analyzes intake information to determine violations of consumer protection laws, and makes recommendations for next steps. In multi‑person investigations, the investigator often serves as the case manager/team leader responsible for case file management, data management, overall investigative strategy, and case flow from inception to disposition. Salary will be set commensurate with qualifications and in compliance with the Equal Pay for Equal Work Act. Essential Duties Case Investigation Identify and investigate violations of the Colorado Consumer Protection Act (CCPA) and related statutes. Analyze consumer complaints and develop investigative strategies. Interview complainants, witnesses, proprietors, and others to obtain information for enforcement. Conduct background investigations of suspects and businesses, compile financial data, and interview witnesses. Maintain chain of custody and viability of evidence. Share information and coordinate with state, local, and federal agencies. Prepare witnesses, exhibits, and evidence for trial, and testify when required. Real Estate/Mortgage Fraud Investigation Investigate real‑estate transactions, broker sales practices, appraisals, mortgage lending, and foreclosure relief programs. Serve as the Compliance Investigator for mortgage lending practices and loan audits. Identify, locate, and interview relevant parties to support evidence of CCPA violations. Analyze and evaluate documentary, financial, and electronic evidence to establish facts and support enforcement actions. Case and Data Management / Report Writing Synthesize data and financial records into clear, concise reports, charts, PowerPoint presentations, spreadsheets, and affidavits. Write and organize comprehensive reports of investigations, affidavits, warrants, and witness statements. Prepare charts, PowerPoints, and spreadsheets reflecting investigative findings. Lead Investigator and/or Team Leader Serve as an advisory witness in preliminary hearings, motions, and court trials. Provide investigative, supervisory, and logistical assistance on assigned cases. Coordinate multi‑jurisdictional investigative projects with law enforcement partners. Serve as a specialized expert for other agencies on consumer protection matters. Outreach and Education Provide instructional services, technical advice, and training to government agencies. Qualifications Minimum Qualifications Six (6) years of professional investigative experience (e.g., investigator, investigative journalist, auditor, or fraud specialist) or a combination of full‑time college coursework in criminal justice, public administration, or a closely related field plus professional experience totaling six years. Experience must include review of initial complaints, follow‑up investigation, final recommendations, and compliance actions. Preferred Qualifications Working knowledge of real estate transactions, appraisals, mortgage lending, and foreclosure relief programs. Experience with complex, long‑term investigations and evidence assembly for enforcement. Knowledge of consumer fraud or financial investigations. Certified Fraud Examiner credential. Ability to compile and evaluate complex data using spreadsheets or databases. Strong analytical, judgment, decision‑making, problem‑solving, and communication skills. Ability to work with a wide variety of stakeholders. Conditions of Employment Successful completion of a thorough background investigation. Participation in E‑Verify and possession of a valid Colorado driver’s license. Flexible work arrangements with a minimum of one in‑office day per week; additional flexibility may be considered after training. Travel and/or overnight stay may be required for court proceedings, investigations, or training. Work outside regular hours, including early mornings, evenings, weekends, and overnight assignments may be required.
