Position Description – What the Role Entails:
The Data Analyst Specialist transforms program and client service data from the Community Engagement and Supportive Services division and the Illinois Welcoming Center into accurate, timely, and actionable information for program leadership, funders, and agency executives.
The role designs and maintains the division’s reporting infrastructure – recurring reports, dashboards, and performance metrics tied to grant and contract deliverables – and analyzes service utilization, client demographics, and program outcomes to inform operational decisions. The analyst also owns data quality for the division, defining standards and resolving the root causes of reporting errors rather than correcting records one at a time, while safeguarding confidential client information under all applicable privacy regulations.

Areas of Accountability – What you will be doing:
- Build, maintain, and automate the recurring reports and dashboards used for grant, contract, and internal performance reporting, including required submissions to funders and State agencies.
- Analyze program and client service data to identify trends in service utilization, client demographics, outcomes, referral patterns, and program capacity, and present findings to program leadership in clear written and visual form.
- Extract, join, and validate data across the agency electronic health record (Qualifacts Credible), program tracking systems, spreadsheets, and funder portals to produce a single reliable source of truth for reporting.
- Define and maintain data quality standards for the division – including data dictionaries, entry conventions, and validation checks – and conduct routine audits that identify and correct systemic errors at their source.
- Translate funder, grant, and contract reporting requirements into repeatable data specifications, and reconcile reported figures against source records prior to submission.
- Develop and maintain performance metrics and KPI tracking that allow program leadership to monitor progress against contract deliverables and service targets throughout the reporting period, rather than at the deadline.
- Partner with program staff and supervisors to design intake forms, tracking tools, and documentation workflows that capture required data accurately at the point of service.
- Serve as the division’s data resource during audits, funder monitoring visits, and internal reviews – assembling documentation, explaining methodology, and responding to data requests.
- Support ad hoc analysis for grant applications and renewals, board and executive reporting, program planning, and community needs assessment.
- Protect confidential client and program information in accordance with HIPAA, 42 CFR Part 2, the Illinois Mental Health and Developmental Disabilities Confidentiality Act, and agency data security policy.
- Perform other duties as assigned.

Rincon’s Work Environment – What to expect:
The Data Analyst Specialist must be able to perform the essential functions of this role in an office-based environment, including prolonged periods working at a computer workstation and regular use of standard office equipment. The role requires occasional travel between Rincon offices and program locations to meet with program staff, gather requirements, and support monitoring or compliance activities. - Working knowledge of health and human services data concepts: encounters, units of service, episodes of care, enrollment and referral pipelines, and funder-defined performance measures.
- Ability to design and document repeatable processes, so that reporting does not depend on one person’s memory or one undocumented spreadsheet.
- Comfort working with imperfect source data, and the persistence to trace a discrepancy back to its origin rather than adjusting the output.
- Strong organizational skills and the ability to manage concurrent reporting deadlines across multiple programs, contracts, and funders.
- Ability to work independently while collaborating with multiple program teams and levels of leadership.
- Flexibility to work from various offices or program locations as needed to support data collection, analysis, and reporting responsibilities.
Position Qualifications – What is required to Perform the Role:
- A prospective staff member must meet the following qualifications:
- Bachelor’s degree required in a quantitative or related field such as statistics, data analytics, public health, health informatics, social science, or business analytics; an equivalent combination of education and directly relevant experience will be considered.
- Two or more years of experience in data analysis, reporting, or program evaluation; experience in nonprofit, behavioral health, healthcare, or human services settings strongly preferred.
- Advanced Excel required, including pivot tables, lookup and reference functions, Power Query, and structuring datasets for analysis.
- Working proficiency in SQL required – the ability to write queries that join multiple tables and aggregate results without assistance.
- Experience with a business intelligence or visualization platform (Power BI or Tableau) strongly preferred.
- Experience with an electronic health record or client management system preferred; familiarity with Qualifacts Credible is an advantage.
- Experience preparing grant or government contract reporting, and reconciling reported figures to source data, preferred.
- Demonstrated understanding of HIPAA, 42 CFR Part 2, data privacy, and ethical data collection practices involving diverse and immigrant community populations.
- Familiarity with mapping or GIS tools is a plus.
