Human Resources Manager

Role Description

The Department of Economic Security, Division of Benefits and Medical Eligibility, is seeking an experienced and highly motivated individual to join our team as a Human Resources Field Business Partner. The Human Resources Field Business Partner directs a team of Human Resources professionals dedicated to supporting practices and objectives that cultivate an employee-centered, high-performance culture emphasizing quality, productivity, standards, goal achievement, and the continual development of a highly engaged workforce.

The responsibilities of the Human Resources Field Business Partner include:

  • Fostering strategic partnerships across all HR functions to provide value-added services to management and employees.
  • Providing guidance and interpreting HR policies.
  • Analyzing data to report on trends and performance metrics related to employee actions.
  • Serving as a champion of change and employee engagement.
  • Proactively assessing and forecasting HR-related needs.
  • Communicating HR-related needs to the Division’s Central Human Resources Support Center.
  • Participating in the evaluation and monitoring of development programs to ensure their success.

This position may be available for remote work within Arizona (3 days per week in the office/hoteling).

Qualifications

  • Knowledge in principles and procedures for employee relations, recruitment and selection, training, and human resources information systems.
  • Process improvement strategies such as Lean Six Sigma (LSS).
  • Principles and practices for developing teams, motivating employees, and managing in a team environment.
  • Compliance requirements under ADA, FMLA, FLSA, OEO, EEOC, and Workers' Compensation.

Requirements

  • At least eight years of HR experience working in the public sector or experience managing under a merit system or contract (CBA).
  • Experience working with employees across a variety of occupational groups, including but not limited to professionals, trades, and administrative roles.
  • Certifications from HRCI or SHRM (SHRM-CP, PHR, SHRM-SCP, SPHR).
