Description
Position Summary: The Crisis Behavioral Specialist (CBS) is responsible for ensuring the safety and security of the clients and providing leadership and assistance to staff and clients in resolving crisis situations. The Crisis Behavioral Specialist is also responsible for assisting the Residential Counselors in providing daily supervision of clients. The CBS supports the child/youth at intake while also assisting the child/youth with placement transitions. The CBS assumes the role of Facility Manager while on shift and has the authority and responsibility necessary to manage and control the day-to-day operation of the facility and supervise the clients. Works collaboratively with CRH program staff and others and assists in the development and implementation of client plans by performing the following duties.
- Crisis Management
- Provide child care and supervision for the clients awaiting placement.
- Support the child upon arrival, assisting the child with transitions.
- Check in with the children frequently to prevent crisis situations.
- After an incident has occurred, follow-up and process with the child to prevent further crisis situations and complete any necessary documentation.
- Remain with staff and clients during a crisis situation until resident returns to their baseline behavior pattern, and properly document the incident.
- Assist clients in de-escalating after a crisis situation and by processing the incident to help them return to their baseline behavior pattern.
- Provide leadership and assistance to staff and clients in resolving crisis situations.
- Analyze crisis situations to determine the cause of the problem and possible ways to prevent the situation in the future. Discuss situation analysis with staff and supervisors as needed.
- Develop and implement an Action Plan for children displaying high risk behaviors.
- May need to restrain clients as instructed per TCI (Therapeutic Crisis Intervention) to ensure the safety of staff and clients.
- Leadership
- Model, coach and provide reinforcement to the child's team.
- Provide a cohesive team environment to role model a solution focused approach when addressing concerns.
- Milieu Management
- Responsible for identifying and creating a favorable group climate in which a youth's safety and a strength-based approach are of primary concerns.
- Set clear boundaries, supporting, encouraging, and giving verbal praise and acknowledgment to youth for positive actions and decisions to help build self-esteem, age appropriate interpersonal skills, positive thinking, problem solving, proper language, coping skills, respect for others and self and brainstorming alternative, appropriate behaviors, etc.
- Intervene in crisis situations as learned in Therapeutic Crisis Intervention (TCI) to ensure the safety of youth and staff.
- Develop short term-behavior based contracts with youth who are struggling with placement decisions or lack of placement options/availability.
- Other Duties
- Must be familiar with, and have the ability to carry out, all emergency/disaster plans.
- Attend team meetings to facilitate the development of placement plans, as needed, for each child, providing documentation, as necessary.
- Ensure accurate recording of worked hours and notify a supervisor of any discrepancies in a timely manner and in accordance with agency guidelines.
- Responsible for being an informed and supportive team member
- Responsible for critical observations and objective recording of youth's behavior for team use.
- Complete written documentation per program requirements, and in compliance with agency policy.
- Accountable for reporting building and equipment damage and/or unsafe conditions and initiate action to correct any unsafe conditions.

Qualifications

Education/Experience:
- BA/BS Degree, or Child Development Teaching Permit
- or 12 semester units of Early Childhood Education (ECE) units, Adolescent Development units, Foster and Kinship Care Education and at least 100 hours of experience working with youth
- or valid certificate as an Alcohol Counselor, Drug Counselor or Alcohol and Drug Counselor and at least 100 hours experience working with youth
- or valid Vocational Training certificate, credential or documentation demonstrating experience as a trade journeyperson who instructs children in vocational skills and at least 100 hours experience working with youth
- or previously employed as a staff or volunteer at a group home or short-term therapeutic center for at least one year.
The Facility Manager shall meet one of the following requirements prior to employment:
- One year of full-time experience, or its equivalent, working with the client group to be served (Experience shall be verified as having been performed as a paid or volunteer staff person whose duties required direct supervision and care of the client group served.)
- or Two years of experience as a member of the social work staff in a group home performing those duties specified in Title 22 Group Home Regulation section 84065.2(c).
- or Completion with a passing grade, from an accredited or approved college or university, of 15 college semester or equivalent quarter units in behavioral science, 9 units of which must be in courses relating to children with behavioral problems which may be the result of abuse, neglect, or emotional trauma. The courses may include, but are not limited to curriculums in Corrections, Psychology, Social Work, or Social Welfare.
- Prior to assuming the duties and responsibilities of the facility manager, the individual shall complete a minimum of one hour of Facility Manager training as specified in Title 22 Group Home Regulations Section 84065(k), in addition to training required in New Child Care Staff Training Section 84065(i) and Annual Training required in Section 84065 (j).
- The Facility Manager must complete 4(four) hours of training on the specialized needs of children in transition.
Licenses, Certifications, Registrations:
- Must have Therapeutic Crisis Intervention (TCI) certification and Mastered TCI – LSI 1 Status.
- Must possess a valid California Driver's License. Must be able to meet the Agency's rules and be eligible to drive for business. The Agency's insurance carrier reserves the right to exclude applicants based on their driving record.
- Must be at least 21 years of age.
- Must pass First Aid certification course before start of employment. Certification can be completed through the Children's Receiving Home.
- Must pass CPR within the first six weeks of employment
- Must pass Bloodborne Pathogens and Therapeutic Crisis Intervention (TCI) certification courses offered through the Children's Receiving Home within the first three months of employment.
- Must maintain TCI, CPR, First Aid and BBP Certification throughout employment.
- Must complete online Mandated Reporter Training within first week of employment.

- Knowledge of team, family and group dynamics.
- Knowledge of legal and regulatory issues related to the operation and delivery of support services to clients and families with particular emphasis on child protection services.
