Fully owns assigned vendor and subcontractor relationships from sourcing and qualification through onboarding, deployment, performance management, payment readiness, and offboarding or replacement. Location Field-forward and hybrid across project sites, vendor locations, property or municipal meetings, Luck Grove offices, and coordination meetings. Frequent travel throughout assigned NY / MA / regional markets. Schedule Full-time. Standard business hours with field-driven flexibility, frequent travel, and same-day availability during active construction. Overtime by prior approval. Role Level Construction operations manager for an assigned scope, geography, portfolio, or workstream. Partners with the PDM to build the integrated plan and owns the people, vendors, detailed field plan, and execution of assigned work from constructability and mobilization through field completion and turnover.About the Role Luck Grove delivers broadband and fiber construction across active portfolios that may include multi-dwelling unit (MDU) properties, inside-building fiber and low-voltage work, outside plant (OSP), backhaul and building feeds, fixed wireless, remediation, restoration, and closeout. The work is fast-moving, field-driven, and dependent on disciplined coordination across program delivery, engineering, materials, vendors, property management, municipalities, QC, and closeout. The Construction Manager is the field-facing construction operations leader for an assigned scope, geography, portfolio, or workstream. The CM partners with the Program Delivery Manager to build a realistic integrated plan, providing the construction judgment and inputs the plan depends on: constructability, release conditions, production velocity, crew and vendor capacity, package duration, assignments, field constraints, and recovery options. The CM then owns execution on the ground from construction handoff through field completion and turnover. The CM directly manages Luck Grove field resources and fully owns assigned vendor and subcontractor relationships. This includes building the resource plan; sourcing and qualifying vendors; onboarding and training internal and external teams; assigning work; directing daily execution; measuring performance; correcting failures; and replacing resources when necessary. The PDM owns integration of the broader program plan, client priorities, cross-functional dependencies, and program visibility. The CM owns the builders, the detailed field plan, and the construction results inside that plan. This is a field-forward management role. The CM is expected to spend the majority of active construction time at sites, with field teams, vendors, properties, municipalities, or customers. Office and system work is required for planning, data review, people management, reporting, and coordination, but this is not primarily a desk-based project-management position.Core ResponsibilitiesConstruction Planning, Constructability & Release Partner with the PDM to develop and maintain the construction plan; own the accuracy of assumptions for velocity, crew requirements, vendor capacity, package duration, geography, equipment, field risk, ramp, and forecast-to-complete. Participate in site walks, constructability reviews, build-method decisions, design and BOM reviews, permitting or access discussions, and production planning; identify practical conflicts before work reaches the field. Define and validate construction-specific release requirements, including scope clarity, usable design, materials and equipment, permits or access, vendor readiness, crew capability, safety controls, testing, and evidence expectations. Recommend release, hold, exception, assignment, schedule, parallel-work, recovery, or capacity actions based on field facts and execution risk. Continuously update planning assumptions using actual production, quality results, vendor performance, site conditions, and lessons from completed work.Field Execution, Scheduling & Work-Package Ownership Own assigned construction packages from pre-mobilization through construction, correction, restoration, field completion, and turnover to QC, closeout, activation, or acceptance. Translate program priorities into the detailed daily and weekly field plan: who is working where, crew and equipment assignments, production targets, field coverage, inspections, next steps, and recovery actions. Maintain regular field presence, direct work through vendor supervisors and internal field leads, clear operational blockers, and reallocate resources within approved priorities when needed to protect delivery. Control mobilization, site logistics, work areas, access windows, staging, equipment, work-hour restrictions, and property or public impact for assigned work. Determine whether construction is truly field-complete; do not accept unsupported production, completion, or readiness claims.Internal Field Team Management Directly manage assigned field technicians, field coordinators, QC resources, crew leads, and other internal field staff; maintain clear accountability for attendance, assignment, productivity, communication, quality, and follow-through. Build the internal field-resource plan with the PDM and leadership, including headcount needs, geographic coverage, skill mix, hiring priorities, and deployment requirements. Interview, select, onboard, train, coach, and develop field personnel; ensure each person understands construction standards, reporting, safety, stakeholder conduct, escalation, and evidence requirements. Set daily and weekly assignments, review performance and workload, provide timely feedback, and partner with HR or leadership on recognition, corrective action, or separation when required. Create repeatable field routines, tools, and training that allow internal resources to verify work, resolve routine issues, and provide reliable construction information without excessive supervision.Vendor Lifecycle & Subcontractor Management Responsible for assigned vendor and subcontractor relationships from market sourcing and qualification through contracting support, onboarding, training, work assignment, performance management, payment readiness, and offboarding or replacement. Maintain a qualified vendor pipeline by geography and work type; evaluate technical capability, management depth, staffing, safety, reporting maturity, equipment, coverage, and ability to meet Luck Grove standards. Define operational scope, production assumptions, staffing expectations, reporting, safety, material, QC, closeout, and field-support requirements for vendor selection and SOW development; commercial approval remains with authorized leadership. Lead vendor kickoff and readiness training, confirm points of contact and escalation paths, and ensure vendors can self-manage their crews, reporting, evidence, material records, and closeout obligations. Manage vendor capacity, utilization, assignments, production, quality, responsiveness, and relationship health; use scorecards and field data to drive corrective action and future allocation decisions. Issue or recommend corrective plans, reduced allocation, suspension, replacement, or offboarding when vendor capability, conduct, capacity, safety, quality, reporting, or follow-through does not support the program.Production, Resources, Materials & Commercial Support Own daily production control and verify crew counts, locations, completed units or footage, remaining work, blockers, quality issues, and next-day plans before information is relied upon. Track planned versus actual velocity, productivity, forecast-to-complete, rework, overtime, equipment use, idle time, and other conditions that affect delivery or cost; identify trends and act early. Verify installed quantities, daily tickets, labor and equipment records, T&M support, completed footage or units, and other field facts used for vendor invoices, change review, and payment readiness. Own field-side material and equipment control, including allocation, pickup or delivery, receipt, transfer, staging, consumption, variance, damage, excess, return, replenishment, and vendor-held inventory. Reconcile installed conditions and field changes to BOMs, material records, photos, redlines/as-builts, and vendor reporting; distinguish legitimate additional scope from rework, inefficiency, or included work. Provide the PDM with concise, accurate construction status, variance, impacts, decisions needed, and recommendations; ensure assigned teams and vendors keep the required systems of record current.Quality, Testing, Completion & Closeout Own construction quality for assigned work and ensure standards, testing, inspection, evidence, and completion requirements are understood before mobilization. Direct vendors and field resources to capture required photos, test results, inspections, redlines/as-builts, daily reports, material records, restoration evidence, and package-specific documentation while work is performed. Review evidence and test results for completeness and obvious failure; route technical exceptions to engineering or QC and drive remediation, retesting, punch, and restoration to closure. Deploy internal QC and field resources based on risk, vendor performance, construction stage, stakeholder sensitivity, and evidence quality; ensure findings result in owned corrective action. Lead or support field inspections, acceptance walks, and turnover activities with clients, properties, municipalities, utilities, inspectors, or other stakeholders as applicable. Release work to QC or closeout only when construction scope, testing, corrections, restoration, and required field documentation are complete and supportable. Track defects identified during QC, drive defect resolution, and any required remediation in support of final closeout.Safety, Compliance, Stakeholders & Change Control Enforce Luck Grove and site safety expectations and exercise stop-work authority for unsafe conditions, unqualified personnel, missing controls, or material violations; vendors remain responsible for their employees, means, methods, and legal obligations. Confirm applicable permits, utility locates, traffic or access controls, inspections, work-hour restrictions, property rules, municipal conditions, environmental requirements, and restoration standards are followed in the field. Serve as Luck Grove's operational construction representative with lower-level client contacts, property managers, building staff, municipalities, inspectors, utilities, residents, customers, and vendor leadership. Handle routine field coordination and issue resolution within established authority and communication rules; remain direct, calm, polished, and solutions-oriented in occupied, public-facing, or politically sensitive environments. Identify and document design conflicts, failed tests, unforeseen conditions, scope gaps, changed conditions, or requested deviations; hold or redirect work when approval is required before proceeding. Escalate urgent, sensitive, or commercially significant issues with the facts, location, impact, owner, decision needed, recommended path, and time sensitivity; do not make unauthorized scope, price, design, or client commitments.Key Deliverables A practical daily and weekly construction plan aligned to the integrated program plan. Accurate, defensible construction inputs for velocity, capacity, duration, assignment, release readiness, field risk, and forecast-to-complete. A trained, deployed, and accountable internal field team with clear assignments and performance expectations. A qualified and actively managed vendor bench with adequate capacity, clear standards, documented performance, and timely corrective action. Verified production, installed quantities, material and equipment records, variance explanations, and recovery actions. Assigned work completed safely, tested, corrected, restored, documented, and ready for QC, closeout, acceptance, invoicing, and payment review. Professional construction relationships with client operations staff, properties, municipalities, inspectors, utilities, residents, customers, and vendors. Construction status and recommendations the PDM and leadership can trust without independently chasing field teams or vendors.Required Qualifications 5+ years of progressively responsible experience in telecom/fiber, utility, infrastructure, low-voltage, MDU, OSP/FTTH, or another directly relevant construction environment. Direct experience deploying and managing the type of construction assigned to the role; able to evaluate plans, challenge means and methods, recognize weak execution, and make practical field decisions. Demonstrated success directly managing field employees and vendor or subcontractor relationships across multiple active sites, packages, or crews. Experience sourcing, qualifying, onboarding, training, deploying, measuring, correcting, and replacing vendors or field resources. Experience with constructability, production control, crew capacity, materials and equipment, site logistics, safety, testing, inspection, punch, restoration, and completion evidence. Able to read and interpret construction prints, scopes, BOMs, permits, test results, production records, daily tickets, redlines/as-builts, punch lists, and closeout requirements. Data-driven operating discipline; able to use production, capacity, quality, quantity, and cost signals to make decisions and communicate a reliable forecast. Professional communication with crews, vendors, property managers, municipalities, inspectors, utilities, residents, customers, and client-side operations staff. Valid driver's license and ability to travel frequently, maintain significant field presence, and respond to same-day issues throughout assigned markets.Preferred Qualifications Experience across one or more of the following: MDU fiber and low-voltage installation, FTTH, inside-building pathways and drops, OSP construction, microtrenching, directional drilling, aerial construction, conduit/innerduct, handholes, fiber placement, backhaul/building feeds, fixed wireless, remediation, or restoration. Experience in occupied properties, public rights-of-way, municipal environments, utility corridors, or other customer-facing construction settings.
