Electrical Construction Manager Location: United States, Dallas, Texas Employment Type: Direct, Permanent Job Overview We are currently seeking a high caliber Electrical Engineering Construction Manager for a long‑term basis within our client’s team of experienced professionals, based in Dallas, TX. The role supports the construction program upgrades for the North Texas Veterans Healthcare System (NTXVHCS), including Dallas VAMC; Bonham VAMC; Garland VAMC; and Community Based Outpatient Care (CBOC) facilities. Pre‑Design / Design Phase Responsibilities Scheduling – Development of project schedule to effectively plan and report on the status of the project. Planning – Coordination with initial planning efforts, site studies, market analysis, site investigations, site surveys, budget preparation, cost estimates, preliminary schedules, cost modeling, and cost control management. Value Engineering – Conducting or participating in value engineering workshops and analysis of proposals. Market Analysis – Conduct market analysis based on the size and scope of the project and provide findings. Constructability & Phasing Review – Analyze constructability of the proposed project in terms of impacts to facility operations. Construction Period Phase Responsibilities Monitoring project financial data and budgetary cost accounting; administration of construction contract change orders; maintaining spreadsheets indicating project funds, obligations, payments, balances, and planned expenditures. Construction Phase Scheduling – Maintain a current project schedule, coordinate with the general contractor, compare progress against schedules, and address schedule slippages. Progress Meetings – Conduct or attend weekly or bi‑weekly project meetings to review and monitor projects and schedules, and review construction contractor payment requirements. Issue Resolution – Keep thorough records of occurrences and construction‑related matters to assist the VA in conflict resolution. Testing and Inspection Services – Monitor services of independent testing agencies/laboratories to perform quality control testing and inspection of soils, concrete, precast connections, steel, fireproofing, roofing, curtain walls, glazing, elevator installations, etc. Commissioning – Provide professional and technical expertise for start‑up, calibration, and/or certification of facility or operating systems; plan and forecast start‑up duration and costs; organize start‑up teams; conduct performance tests; obtain O&M material; schedule and supervise O&M training. Additional Construction‑Related Services – Maintain marked‑up set of plans and specs for future as‑built drawings; perform routine inspections; identify non‑conforming work; compile lists of defects and omissions; assist in relocation; subsidiary contract change management; submittal review; request for information review; daily logs; owner‑supplied equipment coordination; O&M data; close‑out submittals. Qualifications The role requires a bachelor’s degree in electrical engineering from an accredited school and a minimum of six years of experience in design and construction of healthcare electrical systems. Ability to quickly understand and master requirements of local state and federal jurisdictions and project‑specific requirements. Knowledge of construction contract documents, front‑end and technical specifications, and drawings. Proficiency in engineering services, building codes, budgeting, and scheduling to lead project success. Ability to supervise and manage personnel of diverse skillsets. Communication, language, and software skills with ability to utilize various software programs. Experience managing VA medical projects as a CM‑EE. Experience managing medical projects as a CM‑EE.
