Sr. Program Manager

Position Summary
Our client is seeking an experienced Senior Program Manager / Agility Enablement Lead to serve as a key member of the Fleet Ecosystem Leadership Team (FELT). This is a strategic leadership and coaching role supporting the Fleet organization's operating model, enterprise agility, portfolio alignment, and execution of major modernization initiatives.
The selected consultant will work across Product, Architecture, Organizational Change Management, Operations Technology, SRE, Operations, and other leadership groups to ensure a single Fleet vision is translated into coordinated delivery across multiple portfolios. This individual will be a trusted facilitator, enterprise Agile coach, and change leader who can improve organizational flow, drive alignment, manage cross-portfolio dependencies, and help leadership teams make informed decisions.
Key Responsibilities
Operating Model Leadership

• Serve as the primary facilitator, coach, and steward for the Fleet operating model.
• Drive adoption, consistency, and continuous improvement of Fleet ways of working.
• Identify and address opportunities to improve planning, coordination, decision-making, governance, and execution across portfolios.
• Ensure the operating model remains aligned with Fleet strategic priorities and organizational needs.

Leadership Facilitation and Alignment

• Facilitate collaboration across the Fleet Ecosystem Leadership Team, including Product, Architecture, OCM, Operations Technology, SRE, and Operations leadership.
• Lead productive discussions, strategic planning sessions, leadership reviews, and cross-functional decision-making forums.
• Help resolve organizational challenges, competing priorities, dependencies, and risks.
• Foster shared accountability for execution of Fleet strategic objectives.

Strategy-to-Execution and Portfolio Coordination

• Translate Fleet strategy, vision, priorities, and desired outcomes into coordinated portfolio-level execution.
• Facilitate prioritization discussions and ensure strategic work is appropriately distributed across portfolios.
• Maintain visibility into cross-portfolio dependencies, capacity constraints, risks, commitments, gaps, and overlaps.
• Establish and manage leadership cadences that support planning, execution, progress reviews, and continuous inspection.
• Identify systemic bottlenecks that impact delivery flow and recommend practical improvements.

Continuous Improvement and Organizational Coaching

• Lead retrospectives, health assessments, operating-model reviews, and continuous-improvement workshops.
• Coach leaders and teams on Agile planning, organizational alignment, flow, collaboration, and delivery effectiveness.
• Use organizational performance insights and metrics to drive measurable improvements.
• Support the transition from traditional waterfall project delivery to modern Agile product-delivery practices in a complex enterprise environment.

Governance and Organizational Health

• Facilitate governance forums and executive/leadership reviews.
• Develop and maintain measures that assess organizational health, execution performance, operating-model effectiveness, and improvement progress.
• Provide leadership with clear visibility into systemic risks, impediments, and recommended actions.
• Drive accountability for agreed-upon improvement actions and operating-model evolution.

Required Qualifications

• Active SAFe 6 Practice Consultant (SPC) certification is required.
• 8+ years of experience coaching or leading Agile transformation, enterprise modernization, organizational change, or large-scale delivery initiatives.
• At least 6 years of experience in engineering, IT, technology, or a related field.
• Proven experience helping complex, highly regulated organizations transition from waterfall project delivery to Agile product delivery.
• Strong experience with SAFe, Scrum, Kanban, Agile, Waterfall, XP, and DevSecOps methodologies.
• Experience facilitating executive-level planning, prioritization, governance, and cross-functional decision-making.
• Strong experience with Jira Align, Jira Software, Confluence, and Agile/organizational insights tools.
• Ability to think strategically while also driving practical execution across multiple teams and portfolios.
• Excellent communication, executive presentation, facilitation, coaching, and stakeholder-management skills.
• Ability to work effectively in a remote, camera-on environment and travel quarterly for PI Planning events.

Preferred Qualifications

• Experience working within transportation, operations technology, asset-intensive, public-sector, or other highly regulated environments.
• Strong external involvement in Agile, product-management, enterprise transformation, or value-management communities.
• Established professional network within the Agile transformation and product-delivery community.
• Experience supporting enterprise portfolio management, value-stream alignment, and large-scale transformation programs.
