Job Description - Business Operations Mgr II- Materials and Tests Division (2601299) Position Summary The Texas Department of Transportation (TxDOT) seeks a Business Operations Manager II for the Materials and Tests Division. The role oversees and coordinates business operations, managing administrative, financial, and operational processes; developing and implementing business policies and procedures; and leading budgeting, performance tracking, and organizational efficiency initiatives. Minimum Salary 92,600.00 Maximum Salary 156,612.00 Pay Basis Yearly; FLSA Status: Exempt Work Location Stassney Hq - Main, 6230 East Stassney Lane, Austin, 78744 Travel Yes, 10 % of the Time Shift Day Job; 40 Hour; Location Flexibility: Onsite Responsibilities Performs advanced oversight of business management, policy development and interpretation, forecasting and budget analysis, legislative analysis, contract management, project controls support, resource allocation, purchasing, and equipment and facilities. Establishes policies and procedures, provides advice and consultation to the Division Director and staff, and develops goals and objectives that integrate support and functional activities. Coordinates with Human Resources, Information Management, and Financial Management to resolve issues integral to the organization’s functional responsibilities. Provides direction and management for operational and consultant project delivery support functions. Supervises a group of professional and technical employees, ensuring accountability for the work product. Analyzes trends on resource expenditures, economic impacts, and monthly/ad hoc reports. Oversees relationships with HR, IT, and financial divisional staff to resolve issues and ensure responsiveness to functional responsibilities. Coordinates with other divisions to ensure timely contract, supplemental, and work authorization reviews, approvals, execution, and resolution of issues. Directs and oversees planning, coordination, development, and implementation of budgets; monitors operating budgets and provides analysis and financial advice to division management. Reviews requests for resource reallocations, evaluates justifications, recommends actions, and submits automated budget requests. Manages annual operational and program budgets. Recommends, reviews, and analyzes processes for improvement and efficiency. Supervises administrative services and business support functions and special projects. Trains other employees. Oversees record support functions in records management, central files, records disposition, correspondence and open records requests. Oversees purchasing and inventory operations, ensuring timely processing and payment of invoices. Coordinates hiring and staff development. Performs other job responsibilities as assigned. Qualifications 5 years of experience in business or support operations such as budget allocation, contract administration, or resource management (full time or prorated part time). Graduate level education may substitute experience on a year‑for‑year basis. 3 years supervisory/managerial experience. Project leader or lead worker experience may substitute supervisory/managerial experience. Licenses and Certifications Valid driver’s license. Position requires driving a state vehicle. Extensive knowledge of inventory management systems, budgeting methods, contract development and management policies, generally accepted accounting principles, purchasing methods, applicable laws, rules, and regulations, policy development and implementation, planning and personnel management, effective working relationships, communication of complex ideas, and establishing plans and goals supporting business strategy. Strong logical reasoning and decision‑making skills supporting business objectives and goals. Financial and personnel resource management skills. Physical Requirements and Working Conditions Light work: lift up to 20 lbs; frequently lift or carry objects up to 10 lbs. Repetitive motion: substantial movements of wrists, hands, and/or fingers.
