Budget Analyst

Duties

Help

This position is located in the Bureau of Prisons (BOP) Administration Division, Budget Development Branch.

Performs a variety of duties involving the formulation, justification and presentation of all Bureau of Prisons' budgets and the preparation of periodic and special reports.

Translates raw budget data into a required budget format and exhibits, and prepares special financial, budget and project analyses for Bureau programs such as, obligations incurred, project status, modernization and repair of existing facilities and positions and work years required for one of the following Bureau programs:

  • Manpower, education, drug abuse, medical , and Automated Data Processing.
  • Institution commissaries and UNICOR.
Plans, organizes, and carries out annual and multi-year budgeting in support of Bureau-wide programs. Provides expert advice on all phases of appropriated fund budgeting to program managers at all levels of the Bureau.

Reports actuals and prepares estimates of the position, work year, budget authority, obligation and outlay requirements of the Federal Prisons System for the past, current, and budget years.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education:

There is no substitution of education for specialized experience for this grade level.

Experience:

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of qualifying experience are:
  • Experience in the formulation, justification, and presentation requirements of budget submissions to agency officials, Office of Management and Budget and Congress.
  • Experience in providing advice and guidance to Executive staff regarding annual budget requirements, annual obligations and operating costs, special projects and operational budgetary issues/problems.
  • Experience in translating budget data into a required budget format and exhibits, and prepares special financial, budget and project analysis, impact statements for obligations incurred and project status.
  • Experience in performing continuous review of appropriations through reports to identify and resolve budget issues, ensure that the use of funds is consistent with budget estimates, Congressional intent and Office of Management and Budget's policy.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.

Special Conditions of Employment Section:

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation.

All applicants are subject to National Crime Information Center (NCIC) and credit checks.

All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.

Additional selections may be made if vacancies occur within the life of the certificate.

This is a secondary/non-law enforcement coverage position. Individuals that DO NOT have three years of law enforcement coverage gained in a primary law enforcement position by the closing date of the vacancy announcement are ineligible for secondary law enforcement position(s) and coverage but may still be considered for a non-law enforcement position.

Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage.

Current Federal Law Enforcement Employees:

Completion of the mandatory courses "Introduction to Correctional Techniques (ICT) Phase I and Phase II" is a condition of employment for this secondary law enforcement position. Employees who have not yet completed ICT Phase I and II will be required to do so after entering the position. This requirement does not apply to non-law-enforcement positions.

Eligibility for secondary law enforcement coverage is determined in accordance with applicable regulations. Coverage may be attained through any qualifying federal law enforcement officer service that meets the definitions in 5 U.S.C. 8401(17) and satisfies the conditions in 5 CFR 842.803.
