The City of San Clemente is seeking a Human Resources Analyst II to join our small but mighty Human Resources team. To perform a wide variety of responsible and complex professional human resources functions and analytical duties related to recruitment, classification and compensation, records management, leave administration, benefits, workers' compensation and other personnel and/or risk management programs; to survey, research and evaluate human resources practices, programs, and procedures; to provide information and assistance to the public and other departments for assigned programs and services; and to perform other work, as appropriate. The classification is designated as Confidential, since it has regular access to labor relations information and conducts work in support of the City's labor relations activities.

This position will play a key role in:

• Working out-of-class assignments and personnel actions
• Human Resources records management and compliance
• Human Resources Information Systems (HRIS) administration
• Employee onboarding and organizational development initiatives

Minimum qualifications include knowledge of principles, programs, and practices of human resources management, methods of research, program analysis, and report preparation, public relations techniques, basic mathematical calculations, pertinent Federal, State and local laws, codes and regulations, and non-discrimination standards. Ability to research, analyze, and evaluate programs, policies and procedures; prepare clear and concise reports; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships; independently perform complex administrative and analytical activities; use independent judgment and personal initiative; use modern office equipment and applicable software; analyze problems, identify alternative solutions, anticipate consequences of proposed actions, and implement recommendations; answer questions and advise staff, and resolve problems regarding benefits programs, plan design, coverage, and claims issues; prepare and present recommendations and reports; interpret, enforce, and explain City personnel practices, policies, and procedures; and analyze human resources issues.

Experience: Five years of increasingly responsible professional, administrative and analytical experience involving recruitment, compensation, benefits, and human resources administration functions preferably within a local government environment. Education: Equivalent to a Bachelors degree from an accredited college or university with major course work in human resources, business administration or a related field, preferably supplemented by certification, training or accreditation in compensation and benefits, and related human resources practices.

The ideal candidate takes ownership of their work and follows projects through to completion, is comfortable working independently while collaborating as part of a team, enjoys learning new areas of Human Resources, possesses strong analytical and problem-solving skills, can build positive relationships across all levels of the organization, maintains confidentiality and professionalism in sensitive situations, and is adaptable, resourceful, and willing to jump in wherever needed. A Masters Degree from an accredited college or university in Human Resources, Public Administration, Business Administration or other related field is highly desirable, but not required.

The selection process will consist of an oral interview and a technical writing assignment to be evaluated as part of the Oral Interview process. The oral interview is weighted at 100%. An eligibility list will be established and may be used to fill future vacancies.
