The CTE Regional Coordinator provides leadership and coordination of Career and Technical Education (CTE) initiatives across the Linn-Benton CTE regional consortium led by the college. This position manages Perkins grant implementation, supports cross-sector partnerships, and ensures alignment of CTE Programs of Study with workforce needs and state priorities. The coordinator serves as a liaison among the college, K-12 districts, workforce agencies, industry partners, and the Oregon Department of Education to advance equitable student outcomes and regional talent development. Essential Duties: Regional Leadership & Coordination (30%)
Work is performed in an office environment with minimal exposure to health or safety risks. Position requires the ability to sit and perform work at a computer for extended periods of time. Education and Experience Education & Training: A Bachelor's Degree in an academic discipline in a career, technical, or professional field, or other related degree; OR relevant experience in lieu of a degree on a year-for-year substitution. Master's degree and valid teaching or educational administration license preferred. Experience: Position requires a minimum of 3 years experience in grant management, Career and Technical Education (CTE), education administration, or a related field, including experience with federal or state grant compliance and fiscal oversight. Demonstrated experience developing and managing budgets, writing grant applications, and preparing required reports. Experience working collaboratively with K-12 systems, higher education, and/or workforce or industry partners is preferred. Familiarity with educator licensure processes and program approval systems, particularly within Oregon or similar state systems, is highly desirable. Knowledge, Skills and Abilities Knowledge and Skills: Demonstrated knowledge of federal and state grant regulations, including Uniform Grant Guidance (2 CFR 200), EDGAR, and the Carl Perkins Career and Technical Education Act, along with public sector budgeting, grant accounting, and fiscal compliance practices. Understanding of Career and Technical Education (CTE) systems, including Programs of Study (POS), High-Quality POS frameworks, and secondary-postsecondary alignment, as well as familiarity with Oregon Department of Education and workforce development systems. Skilled in grant writing, budget development, financial monitoring, and preparing required reports and strategic plans. Ability to interpret and apply complex regulations, manage the full grant lifecycle, coordinate multi-partner initiatives, and develop systems for tracking compliance and program outcomes. Strong communication, facilitation, and training skills, including the ability to provide technical assistance, deliver professional development, and support adoption of new technologies and instructional practices. Abilities: Ability to think strategically and align grant-funded initiatives with institutional priorities, workforce needs, and regulatory requirements. Demonstrated ability to lead and influence cross-functional and multi-agency collaboration, including K-12, higher education, and industry partners, without direct authority. Strong organizational skills with the ability to manage multiple priorities, ensure accuracy in high-stakes fiscal and compliance work, and meet strict deadlines. Ability to analyze data, evaluate program effectiveness, and support continuous improvement of CTE programs. Proven ability to problem-solve, adapt to changing regulations and priorities, and provide effective guidance and support to educators, administrators, and partners while maintaining strong relationships and accountability. - Engage in strategic planning with college deans and faculty, and with school principals and teachers.
- Coordinate regional CTE consortium activities across K-12 districts and the community college.
- Lead development, implementation, and evaluation of Programs of Study.
- Convene regional advisory committees and stakeholder groups.
- Serve as the primary point of contact for regional CTE initiatives.
- Provides leadership to the Perkins region and Perkins consortia.
- Collaborates with local colleges, districts, and ESDs in facilitating community engagement and needs assessment activities as related to CTE.
- Provides labor market information to regional secondary and postsecondary CTE leaders.
- Convenes member districts/colleges to determine regional needs and priorities for the Basic Grant application.
- Provides leadership to Perkins consortia by facilitating all regional activities.
- Supports regional Career Connected Learning opportunities and activities.
- Supports relevant college events and recruitment activities such as CTE Signing Day.
- Serve as the point of contact for compliance tracking, technical assistance and reporting for state and federal CTE grants.
- Prepare the Carl Perkins grant application.
- Collaborate with staff and program managers to ensure full compliance, track funds, and ensure all grants are reviewed in a timely and effective manner.
- Monitor the Carl Perkins grant.
- Develop budgets and expenditure reports for the Carl Perkins grant, and monitor progress toward reaching goals.
- Manage equipment requests, orders, tracking for districts and the college.
- Writes the Perkins Four Year Strategic Plan, budget narrative, and Annual Report.
- Maintains fiscal responsibilities of Perkins Basic Grant (according to the Uniform Grant Guidance, all recipients of federal grant funds must have written policies related to federal funding associated with education per the Electronic Data Gathering, Analysis, and Retrieval system [EDGAR])
- Processes all federally purchased equipment and professional development requests
- Consults on equipment and professional development requests
- Maintains asset inventory controls
- Facilitates/supports the research of new technologies and provides professional development opportunities to support their implementation in Program of Study (POS).
- Responsible for all administrative tasks such as invoices, equipment purchases, tracking, etc.
- Provide input to budget development for writing grants and monitor grant progress toward reaching goals for the college and its partners.
- Responsible for ensuring compliance with safety regulations, employee safety training, OSHA compliance, and emergency planning related to area of control.
- Orchestrate approval and renewal process for CTE programs of study.
- Develop and implement a differentiated model for technical assistance for strategic planning and utilization of CTE programs of study.
- Develop systems to approve and monitor local programs and assess district progress in programs of study.
- Ensure that accurate, timely, and complete information about the CTE program is available to the Oregon Department of Education, Community College and Workforce Development, LBCC deans and secondary principals.
- Provides guidance and support in the development of new POS.
- Conducts POS review using the HQPOS.
- Ensures all POS administer an appropriate work-based learning activity Oregon Department of Education.
- Supports the engagement of industry advisory boards for all POS.
- Gather data and research for POS improvement.
- Ensures alignment to academic and industry standards that lead to high-wage and highdemand careers.
- Reviews, provides initial approval, and submits all POS applications to the area CTE regional coordinator.
- Supports curriculum research and development.
- Provides support for the secondary CTE teacher licensure application process, including facilitation of instructor appraisal committees, development of professional development plans, and liaising with the Oregon Department of Education and TSPC (Teacher Standards and Practices Commission). Assists high schools with CTE teacher recruitment.
- Facilitates professional development (e.g., provides access to professional development opportunities).
- Develops and offers local CTE training (e.g., CTE teacher workshops, counselor/advisor outreach, integrating academics in CTE, technology training, etc.)
