The ideal candidate thrives in a stimulating, fast-paced environment, manages conflicting priorities, and applies a system-level perspective to the production of excellent work. The Litigation Coordinator performs complex (senior-level) monitoring, policy and financial analysis, and oversight and coordination of implementation activities related to court actions impacting MCS. This position coordinates across multiple departments including within MCS and the agency as a whole as well as with other state agencies. The Litigation Coordinator reports to the Director of the Chief Advisory Team (CAT) in the Office of the State Medicaid Director (SMD). CAT supports the SMD by coordinating across the division and agency, providing guidance to staff and advisory duties to leadership, and prioritizing and managing the SMD’s correspondence and workload. CAT facilitates communication across areas to avoid silos and ensure agency priorities and interests progress. Essential Job Functions Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Serves as lead coordinator for HHSC and the HHS system on all Frew vs. Muth lawsuit-related implementation and compliance activities and deliverables as well as for other lawsuits and court activities impacting MCS. Provides leadership, consultation, direction, guidance, and quality review to division staff on assignments/projects related to court actions. Leads or participates in projects which involve interaction with internal HHS teams to monitor and ensure compliance with Consent Decrees, Corrective Action Plans, and implementation of strategic initiatives. (30%) Manages inquiries and correspondence to the State Medicaid Director. Assists in the assignment of work to MCS program areas. Provides support to the MCS leadership team related to external inquiries and strategic projects. Develops external communication materials and ensures communication to HHS Executive Leadership, internal, and external stakeholders is consistent with agency standards. Exercises discretion and sound judgement in the management of external inquiries and special projects. Coordinates with MCS team members and other HHS divisions. (20%) Prepares and submits or oversees the preparation of clear, concise, timely written summaries, reports, or other documents for HHS executive staff, the Legislature, Governor’s Office, Office of the Attorney General and other relevant stakeholders. Develops and coordinates the development of monitoring reports for court. (20%) Works with HHS staff to research programmatic issues and resolve technical problems. Provides quality, timely responses to requests and inquiries. Collaborates with relevant stakeholders and actively develops and maintains working relationships. (10%) Coordinates periodic review and monitoring of budget with agency staff. Coordinates legal issues with HHS Legal and the Texas Attorney General’s Office consistent with HHS executive leadership direction while examining programmatic, budget, and legal impacts across the HHS system. (10%) Other duties as assigned. (10%) Registrations, Licensure Requirements Or Certifications N/A Knowledge Of Knowledge, Skills, and Abilities Medicaid, including managed care programs; federal laws, regulations, and processes regarding Medicaid; Texas legislative and appropriations process; editorial and information dissemination concepts and practices, and of basic informational research techniques and applications. Knowledge of the Frew Vs. Muth case is preferred. Skills In Written and oral communication; understanding and solving complex problems; fostering effective working relationships with a variety of individuals and groups internally and externally, reviewing and preparing a variety of written documents with attention to detail and to make recommendations; synthesizing complex information and translating it into clear and concise documents; handling multiple assignments and tasks, prioritizing, and meeting deadlines; and, exercising sound judgement and effective decision making. Ability To Translate complex programmatic information into a form comprehensible to the general public; collaborate and develop effective working relationships with coworkers and stakeholders; interpret legal, policy, budget/ financial information, and contracts; gather, assemble, correlate, and analyze facts; provide effective, high quality written communication; ensure consistency and quality in review and editing of the work of others; perform under pressure; work independently; and use a computer and any necessary software. Initial Screening Criteria Graduation from an accredited four-year college or university with a degree in or related to the following studies: law, social work, public policy, public health, business, government, or other health related degrees (psychology, medicine, etc.). Relevant work experience and educational requirements may be substituted for each other on a year-for-year basis. A current or past paid position, internship, or volunteer opportunity that focuses on Texas Medicaid, healthcare services, healthcare providers, state or local government, healthcare administration, or another similar domain of healthcare or public health. Documented work experience developing high-quality written communications. Documented work experience making independent, high-level decisions. Additional Information This position is posted at the Minimum to Maximum salary for a B25. However, the final offer is dependent on several factors including but not limited qualifications of the final applicant, work experience, available budget at the time of the offer, HR policy, leadership approvals and other factors.
