Work Environment : Hybrid; two to three days per week on site at National Laboratory of the Rockies (NRL). Candidates must reside in the NLR area.

Travel Required : 5%

Position Summary

The Project Monitor II (PM II) will support the Department of Energy (DOE), Office of State and Community Energy Programs (SCEP), Energy Workforce Development programs. The SCEP energy workforce portfolio prepares the energy workforce through following programs:

  • the Energy Auditor Training Program (EAT), which funds states to train individuals to conduct energy audits of commercial and residential buildings;
  • the Career Skills Training Program (CST), which funds nonprofit-led partnerships with industry and labor organizations that pair classroom instruction with on-the-job training toward industry-recognized certifications;
  • the Building Training and Assessment Centers Program (BTAC), which establishes centers that train building technicians and engineers to deliver efficiency upgrades in commercial and institutional buildings; and
  • the Training for Residential Energy Contractors (TREC), which provides funds to states to offer training and certifications for businesses and individuals that install residential energy efficiency upgrades.

The Project Monitor II will support the Energy Workforce Development federal team by providing expertise and execution across the full grant lifecycle, along with other programmatic support. This position is intended for a practitioner who has stood up workforce development programs end to end from program design and partner recruitment through curriculum and credentialing, participant intake, employer placement, and outcome measurement, and who can apply that operating experience to evaluate whether recipient program designs will work in practice. Because the workforce portfolio spans four distinct programs and a recipient base that includes state agencies, nonprofits, labor organizations, community colleges, and training centers, the position requires the judgment to apply program requirements consistently across recipients that differ substantially in size, structure, and administrative capacity.

Candidates whose workforce development experience was gained at or in connection with the Department of Energy or the Department of Labor are of particular interest. Candidates who have built and run programs in that environment bring directly transferable experience in program design, employer and labor partnership, credentialing, and outcome measurement. 

Comparable experience gained through State workforce agencies, workforce boards, labor organizations, training providers, or other Federal workforce programs is equally welcome. This role works directly with the DOE SCEP Energy Workforce Development federal team.

Requirements:

Specific requirements and responsibilities include:

  • Manage assigned Energy Workforce Development awards directly, including monitoring recipient and subrecipient progress, ensuring compliance with applicable federal regulations, deliverables, and milestones and communicating assessments to federal staff.
  • Evaluate whether recipient program designs are executable at the scale and on the timeline proposed, drawing on direct experience standing up and operating workforce programs.
  • Advise recipients standing up new training programs on program launch sequencing, partner and employer engagement, participant recruitment and retention, and the operational elements that commonly determine whether a program reaches its enrollment and placement targets.
  • Assess recipient training enrollment, completion, certification, and job placement outcomes against approved milestones and targets, and evaluate whether reported outcomes are supported by the underlying documentation.
  • Monitor assigned projects to ensure work scope, schedule, and budget are well defined and maintained.
  • Review recipient progress reports, deliverables, and performance data for completeness and consistency with approved scopes of work and with the terms and conditions of the award.
  • Review and recommend action on recipient requests for adjustments in scope, schedule, budget, or other award requirements, and assure all requirements stated in the agreement are met.
  • Monitor obligations, expenditures, and cost share against approved budgets for assigned awards, and identify and escalate burn rate and performance concerns.
  • Serve as a senior point of support on complex or high-visibility recipient issues, coordinating the technical, grants, and budget input needed to develop recommended resolutions.
  • Support consistency of program implementation across a recipient base that varies widely in size and administrative capacity, including how requirements and reporting expectations are applied to comparable recipient situations.
  • Identify recurring recipient needs and capacity gaps and shape assistance, guidance, templates, and training to address them.
  • Draft and maintain program guidance, standard operating procedures, and internal reference materials, and support their review and clearance.
  • Prepare briefings, decision memos, and presentations for the Workforce Development federal team.
  • Provide meeting support, including agenda development, facilitation support, notes, and action item tracking.
  • Support program evaluation activities and conduct performance and project analysis during phase-down to benefit future projects and programs.
  • Maintain accurate and current project documentation and records in DOE systems and in accordance with program business processes.

Minimum Required Qualifications:

  • Bachelor of Science or Bachelor of Arts in engineering, business administration, environmental sciences, or a related discipline. Four (4) years of relevant education/experience may substitute for the Bachelor’s degree; candidates substituting for the degree require ten (10) years of relevant experience.
  • Minimum of six (6) years of relevant experience. A Master’s degree may substitute for two (2) years.
  • Demonstrated experience standing up a workforce development or training program end to end, including program design, partner and employer recruitment, curriculum and credentialing, participant intake, delivery, placement, and outcome measurement.
  • Experience with the Department of Energy, Department of Labor or other relevant federal workforce programs, registered apprenticeship, or State and local workforce development systems.
  • Experience with the Federal Government, preferably with DOE.
  • Experience with policies, functional requirements, and regulatory compliance support.
  • Demonstrated capabilities in briefing and presentation support, document review and evaluation, program evaluation support, document preparation support, and meeting support.
  • Experience evaluating training, workforce, or education program performance, including enrollment, completion, credentialing, and placement outcomes.
  • Residence in the Washington, D.C. metropolitan area and ability to work onsite two to three days per week.
  • Strong written and verbal communication skills.

Preferred Qualifications:

  • Master’s degree in related discipline.
  • Experience developing AI tools for data visualization, analysis, and process improvement.
  • Experience with registered apprenticeship and pre-apprenticeship program development and registration.
  • Experience scaling a training program beyond an initial cohort, including expansion to additional sites, partners, or regions.
  • Experience supporting DOE workforce development, training, or apprenticeship programs.
  • Experience supporting SCEP or the Department of Energy.
  • Familiarity with DOE systems.
