Purpose:

Under minimal supervision, this position is responsible for various programs that support the business goals and objectives of the Finance & Administrative Services Department Fleet Services Division.

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

• Establishes fleet program standards, methods, policies and procedures by studying business requirements, obtaining appropriate consultations, and determining equipment, facility, staffing, and budget needs.
• Develops business plan by reviewing department needs, establishing appropriate procedures and timelines of request completion, and estimating costs of good required to complete request.
• Establishes priorities, scheduling activities and employees, confers with suppliers to obtain parts, monitors progress and revises schedules and resolves problems as they arise.
• Manages equipment and facilities by establishing maintenance procedures, monitoring of contracts, maintaining necessary equipment requirements, and evaluation of new equipment and techniques.
• Responsible for establishment of budgetary requirements, purchasing, monitoring of daily reports and logs, approving expenditures, compiling and analyzing costs and initiating corrective measures.
• Maintains professional and technical knowledge of assigned program by attending training classes, reviewing professional publications, and serve on committees or boards.

• Knowledge of established fleet programs (fuels, hydraulic, tire, other)
• Knowledge of supervisory or management techniques
• Knowledge of fiscal planning and budget preparation.
• Knowledge of methods, equipment, and materials in fleet program

• Knowledge of city practice, policies and procedures.
• Knowledge of calculus, basic accounting and technical writing.

Minimum Qualifications:

Graduation with a Bachelor's degree from an accredited college or university with major coursework in a field related to the job plus three (3) years in Fleet program areas, two (2) of which were in a supervisory or management capacity. Experience may substitute for the Education up to the maximum of four (4) years.

Licenses and Certifications Required:

Class "C" Driver's License

Physical Requirements:

Heavy. Tasks involve bending, lifting, walking, carrying, or using a force equal to lifting up to fifty (50) pounds.

Preferred Qualifications:

• Fleet management experience in a medium?to?large municipal or commercial fleet environment.
• Experience managing accident and collision repair programs, including vendor coordination, repair estimates, quality assurance, and return?to?service timelines.
• Experience overseeing internal fleet shuttle operations, including scheduling, staffing coordination, service delivery, and customer?facing transportation support.
• Experience managing internal rental pool operations, including utilization tracking, reservation systems, chargeback processes, and lifecycle planning.
• Experience coordinating external rental vehicle programs, including vendor sourcing, contract compliance, rate negotiation, and service-level monitoring.
• Experience with subrogation processes, including claim initiation, documentation, recovery tracking, and collaboration with Risk Management or legal teams
• Experience developing and implementing fleet policies and procedures, especially those related to accidents, rentals, and operational continuity.
• Strong proven leadership experience, including staff development, coaching, performance management, and cross?department collaboration.
• Strong proven customer service skills, including communication, reliability, accessibility, and innovative problem?solving.
• Class B CDL with passenger endorsement
• Additional technical skills or certifications, i.e. ASE, CAFM, CAFS related to fleet operations, accident management, risk management.
