Deputy Director

The Deputy Director focuses on the interest of the many stakeholders, including airports, commercial and general aviation, as well as all operational environments. Existing programs include Data Communications, Voice over Internet Protocol Communication Enterprise, Wide Area Augmentation System, NextGen Weather Processor, Weather Sensors, Flight Operations Aircraft, Terminal Voice Switch Sustainment, and many others. The Enterprise Services workforce is not limited to Headquarters.

The Deputy Director is responsible for managing the work of large multi-level organizations with subordinates, managers and staff. Directs the work of subordinate employees and/or managers for multiple organizational units and across multiple functions concerning interfaces with, and requirements for, services provided by enterprise services. Ensures that all appropriate plans are developed, including master plans, budgets, engineering and development plans, selection plans, source evaluation plans, data management plans, systems engineering management plans, program administration plans, and test plans. Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

Assists the Director with the establishment of national ATO policies, standards, and procedures for the operation of National navigational capability, air traffic control voice and data communications, information and network services, and aviation weather and aeronautical services within the NAS. Approves policy regarding the use of air traffic control navigation, air traffic control voice and data communications, information and network services, weather and aeronautical products and services assigned by rule, regulation, or order, under such terms, conditions, and limitations as may be deemed necessary, and modifying or revoking such policy when required to ensure safe and efficient utilization of the NAS.

Plans, directs, and coordinates all aspects of the programs under Enterprise Services including engineering, acquisition, system integration, testing, evaluation, and the implementation of assigned programs. Defines and develops program objectives, strategies, plans, and management methods to support the operational demands of the services. He/she implements NAS programs in accordance with approved NAS architecture and NextGen implementation plans, ensuring safe and efficient operations. Assesses technical, contractual, cost, and schedule risks and benefits for alternative approaches to achieving program objectives. Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/ programs and across multiple functions and/or disciplines.

Contacts are routinely internal and external. Maintains close and continuing contact with the military, other Federal agencies, state and local governments, the aviation industry, the regulatory organizations of the FAA, and the general public, as well as with various other domestic and foreign public and private aviation organizations. Develops agreements, when appropriate, with such entities to ensure mutually beneficial results. Presents and defends the DOT and FAA positions with respect to air traffic navigation, voice and data communication, and weather issues in formal and informal meetings with these key officials.

Ensures that procedures and operations are directed toward continually improving levels of service to customers and other duties as assigned.
