About the Morrisville Financial Services Department The Morrisville Financial Services Department is a cornerstone of the Town’s operational success, nationally recognized for its commitment to fiscal stewardship, transparency, and strategic financial planning. As Morrisville continues to grow, the Financial Services team remains focused on sustaining the Town’s strong financial position, supporting informed decision‑making, and upholding the high standards that make Morrisville a model of financial excellence in local government. What You’ll Do As Budget Manager, you’ll play a central role in leading the Town’s budgeting and financial planning operations, overseeing the development, coordination, and administration of the annual operating and capital budgets. You’ll work closely with department leaders to ensure financial decisions align with organizational priorities, support long‑range fiscal sustainability, and uphold the standards that have earned Morrisville national recognition for excellence in local government financial management. Assist the Chief Financial Officer in facilitating the development of Town Strategic Plan goals related to the Town budget into workplan goals and objectives and actively participate in the advancement of these goals and objectives. Facilitate the planning, organization, preparation, presentation, and dissemination of the annual operating and capital budget plans. Prepare related presentations, documents, and support schedules for presentation to Town Council, Senior Management, and other stakeholders. Assist with forecasting revenues, special revenues, reserve funds, and fund balance to optimize resource allocations. Coordinate and collaborate with departments in the development of operational plans and capital investment plans that address emerging priorities and interests and align to the strategic goals and objectives of the town. Evaluate departmental programmatic performance, supplemental budget requests and/or transfers, and aid in interpreting budget office policies, best practices, and procedures as required. Work with departments to review budget trends and performance to ensure responsible budget planning. Identify and address issues related to the financial health and sustainable operations of the organization and work collaboratively with the Finance Manager. Maintain current knowledge of changing regulations, best practices, and interpret policies and ordinances. Oversee and provide direct supervision of designated department staff including conducting performance evaluations, coordination of training, and implementation of hiring. The Must Haves (Minimum Qualifications) Bachelor’s degree in Accounting or Business Management, or a related field. 5‑7 years of local government finance experience. Set Yourself Apart (Preferred Qualifications) Certification as a Budget & Evaluation Officer and/or certification as a North Carolina Local Government Finance Officer is preferred. 5‑7 years experience in the local government finance field in North Carolina.
