Job Summary The Child and Family Services Agency (CFSA) is a cabinet-level agency within the District of Columbia government, committed to the safety, permanence, and well-being of children and families residing in the District of Columbia. Charged with protecting child victims and those at risk of abuse and neglect, CFSA fosters collaborations within its administrations and network of government agencies and community-based providers to deliver exceptional family-focused services to the community and its residents. Duties And Responsibilities Prepares position vacancy announcements, in collaboration with the manager, supervisor, or other senior level staff, ensuring the vacancy announcements reflects the position descriptions. Reviews vacancy announcements for quality and accuracy before posting. In conjunction with the hiring manager, assures that position vacancies are posted in the appropriate media, including newspapers, list serves, relevant websites, and job boards like LinkedIn, Indeed, etc., appropriate for target populations. Conducts background checks on applicants. Determines the qualifications of the positions including nonsupervisory, supervisory, and managerial with non-specialized and specialized requirements in accordance with the standards used by the District; and provides advice and guidance to the hiring managers. Initiates personnel action request (PAR) for new employees in the Human Resources Information System (HRIS). Creates Job Requisition; enters personnel actions, requisitions, etc. into the HRIS. Conducts in-house orientation of new employees to include gathering and organizing documents and relevant forms; assists with and attends to recruitment activities including job fairs. Reviews Requests for Personnel Actions (PAR) and Selection Certificates to assure adherence and compliance with the procedural requirements of the District and the agency. Identifies, analyzes, and evaluates workflows, problems, or issues in an effort to improve the operations and coordination with the assigned administrations; develops and presents recommendations and options to avoid future issues or problems or resolve current issues or problems or to improve the overall effectiveness of the HRA. Develops, analyzes, and evaluates administrative procedures, functions, controls, and systems for the assigned administration. Researches, interprets, and applies various pertinent laws and standards including District and Federal regulations and procedures related to personnel matters and administrative issues/problems. Maintains and utilizes the District's employee benefits program to effectively research, analyze, investigate, resolve, and audit employee's general and specific inquiries, problems, or record discrepancies. Assists employees with understanding their benefits (health, life, dental, and vision insurance; short- and long-term disabilities, and other related benefits) and their associated costs, and other considerations by providing them with materials, information, and analyses as warranted. Provides advice, guidance, and assistance to retirees; coordinates and processes all the necessary retirement documents to the carriers (health and life insurance), retirement plans administrator, third party contractors, and related district agencies to ensure the smooth transition of employees from active to retired. Participates in the development of various forms, statistical reports, and narrative reports as requested; assures that the agency managers and supervisors understand them, through trainings, coaching, and other means which include policies, notices, issuances, etc. Explores all possible sources of job applicants to include re-employment priority and displaced employee programs. Analyzes mission and functions in view of the current labor market to ensure the recruitment of the best-qualified applicants. Identifies, develops, and maintains ongoing recruitment sources including, but not limited to, community, job fairs, college recruiting, networking with community and professional based organizations, print media, and other possible media. Researches market trends to understand the complexity of staffing and equitable compensation. Responds in writing or verbally to written and oral requests for information from customers, peers, employees, and other District and Federal agencies. Attends meetings and participates, as appropriate, in making presentations and providing background information. Performs other related duties as assigned. Qualifications Comprehensive knowledge of and ability to apply HRM concepts and principles in recruitment, staffing, and placement; retirement and benefits; compensation; payroll and time management, to include concepts, practices, laws, regulations, policies, and precedents; demonstrable ability to provide comprehensive HRM advisory and technical services in these HR areas including the industry best practices. Thorough knowledge of and ability to relate other specialized fields of HRM functions such as position management, succession planning, and workforce development. Comprehensive knowledge of, and the ability to apply relevant District, federal, and other applicable personnel laws and regulation; executive orders; policies and procedures in order to complete work assignments including but not limited to competitive and non-competitive HR actions; assisting the employee to file for disability with the carriers; coordinating and completing the entire employee retirement processes and procedures; monitoring, tracking, and ensuring all employees entered their time in HRIS to include troubleshooting issues related to payroll, time and attendance, off-cycle pay; and other related assignments. Comprehensive knowledge of and ability to apply qualitative and quantitative analysis in order to perform HRM related researches; comprehensive knowledge of and ability to apply interviewing techniques and methods; demonstrable ability to plan and organize the work, to deal with issues and problems; to identify and isolate controlling issues for situations; and to understand the nature of the problems. Ability to make logical and objective determination of pertinent facts. Demonstrable customer services skills. Skill in written and oral communication sufficient to prepare and present findings; to carry out specific actions regarding issues; to prepare reports and findings with recommendations; and to make presentations. Comprehensive knowledge of and ability to apply the pertinent District and federal laws to include Equal Employment Opportunity (EEO), the American with Disabilities Act (ADA), and other relevant laws and regulations related to recruitment and placement, retirement, benefits, and payroll. Knowledge of labor and management relations as regards Collective Bargaining Agreements and other union related activities and contract which supports union-affiliated employees. Computer skills using various Microsoft software packages (i.e., Word, Excel, PowerPoint, Outlook), HRIS software and payroll modules in PeopleSoft. Education/Experience Relevant Bachelor’s degree (i.e., Human Resources, Organizational Behavior, etc.) is highly preferred. Must possess at least one (1) year of specialized experience equivalent to the grade 11 level in the District of Columbia government service or its non-District equivalent. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including, but are not limited to, demonstrable comprehensive knowledge of and skills in applying human resources related concepts, principles, and practices related to the assignments Licenses and Certifications Possession of relevant human resources certification (i.e., SHRM-CP, SHRM-SCP, or its industry equivalent) is highly preferred. Work Environment: The work area is adequately lighted, heated, and ventilated. The work is sedentary. Work may require walking and standing in conjunction with travel to meetings and conferences away from the worksite. The work does not require any special physical effort. Tour of Duty: Monday – Friday, 8:15am- 4:45pm (flexible) Promotion Potential: None Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.
