Accountant

Summary The Accountant position is located at the Department of Veteran Affairs (VA), Veteran Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Salisbury VA Medical Center (VAMC), Finance Service. Duties The Accountant performs the full range of professional accounting work requiring application of sound accounting principles, theories, concepts and practice. Responsible for the maintenance, reconciliation and auditing of accounts in a general ledger covering assets, liabilities, income, expense, cost accounting and budgeting. Additional duties include: Provides accounting expertise and fiscal services to subordinates, department management, and VA Central Office (VACO). Provides training in Financial Management Services (FMS), Integrated Funds Distribution, Control Point Activity, Accounting and Procurement System (IFCAP), and Fund Management to accounting technicians, control point officials, service line chiefs and fund control clerks. Verifies payment disbursements, traces cancelled and improper billing, and generates bills for debt collections as required by VA and VHA financial policies. Monitors unfavorable trends or deviations and recommends corrective action. Manages processing and input of reconciliations and audits as directed by the Centralized Finance Service (CFS). Directs the preparation, review and analysis of reconciliation reports including trail balances, personnel quarters, Real Property Reports, accounts payable and receivable, undelivered orders, Credit Card System and cost reports for FMS, IFCAP and Personnel and Accounting Integrated Data (PAID) systems. Maintains monthly reconciliation of general ledger accounts with subsidiaries for independent appropriations, revolving funds, construction and grant accounts. Utilizes knowledge of Federal statutes, VA Handbooks, Directives, guidelines, Comptroller General Decisions, Treasury regulations, GAO, IIG, OMB and payroll, budgeting techniques, systems and financial accounting to perform accounting and auditing duties. Time‑in‑Grade requirements apply to current Federal employees; a GS‑11 requires 52 weeks at GS‑9. Individual Occupational Requirements (IOR) Applicants must possess: Bachelor's degree or higher in Accounting or a related field, with at least 24 semester hours in accounting, including up to 6 hours of business law. Or at least 4 years of accounting experience or an equivalent combination of education, experience and training that includes 24 semester hours in accounting or auditing, a CPA or CIA certificate, or a degree that demonstrates professional competence as specified. Specialized Experience (GS‑11) One year of specialized experience equivalent to GS‑09, including knowledge of budgetary and accounting theories, systems, and procedures, proficiency with FMS, IFCAP, PAID and VISTA. Education (GS‑11) Alternatively, a Ph.D., or an equivalent doctoral degree, or 3 full years of graduate education leading to such a Ph.D. Combination (GS‑11) Combination of advanced education and specialized experience beyond the requirements of graduate education and specialized experience. A transcript is required. Required Documents Transcripts for education, an SF‑50 for time‑in‑grade, documentation for ICTAP/CTAP if applicable, and proof of credentials such as CPA or CIA.
