GENERAL STATEMENT:

POSITION SUMMARY:

The PTM, Special Projects, & Volunteer Manager is responsible for three critical pillars of Kroc Center operations: primary lead for the Protecting the Mission (PTM) safety program, building a robust volunteer program, and managing high-impact special projects and events. This role ensures that all volunteer and project-based initiatives are mission-aligned, safe, and operationally excellent.

REQUIRED EDUCATION AND EXPERIENCE:

  1. 3-5 years of experience in volunteer management, event planning, or program compliance.
  2. Familiarity with The Salvation Army standards and policies.
  3. High School diploma or its GED equivalency.
  4. Strong interpersonal relationship skills.
  5. Proven experience coordinating multiple projects.
  6. Proficiency with Microsoft office applications including Microsoft Word, Access, PowerPoint and Excel.

ESSENTIAL FUNCTIONS:

I. Protecting the Mission (PTM) Management
  1. Safety Leadership: Serve as the primary authority for the Protecting the Mission (PTM) program, ensuring the Kroc Center remains a safe environment for children and vulnerable adults. Independently draft and update safety protocols to mitigate organizational risk.
  2. Policy Adherence: Review and update policies as needed. Monitor and ensure strict adherence to PTM “Know Your Policies,” including appropriate supervision ratios, bathroom procedures, and safe-room protocols.
  3. Screening Oversight: Coordinate the screening process for all potential volunteers according to Kroc screening standards, ensuring background checks are completed before service.
  4. Training Compliance: Exercise authority over staff and volunteers to ensure compliance across the center. Work with the Business Manager to ensure PTM training for new hires and facilitate annual refresher training for existing staff and volunteers.
  5. Risk Mitigation: Conduct comprehensive risk assessments of all center programs and implement corrective measures to protect the organization’s legal and reputational interests. Evaluate the risk associated with volunteer and program positions, taking appropriate action to control risks and ensure a safe, healthy environment.
  6. Incident Compliance: Evaluate incident reports to determine root causes; exercise the authority to mandate staff training or policy changes based on these findings. Ensure all incidents or potential policy violations are reported timely and accurately according to Salvation Army procedures and DHQ/THQ requirements.
  7. Executive Consultation: Represent the department in management team meetings, providing strategic counsel on operational issues and matters of significance to the Kroc Center’s leadership.
II. Volunteer Management
  1. Recruitment and Intake: Formulate long‑range recruitment and engagement strategies; evaluate program effectiveness through data analysis and exercise the authority to pivot program direction as needed. Exercise final discretion in the selection, placement, and dismissal of volunteers, independent of direct daily supervision.
  2. Assess event/departmental needs and implement effective strategies to recruit, screen, and interview volunteers, ensuring a match between skills and Kroc Center requirements.
  3. Policy Ownership: Develop, implement, and interpret departmental policies and procedures for the Kroc Center volunteer program to ensure alignment with territorial and divisional standards.
  4. Records and Compliance: Secure and maintain all volunteer records, including applications, liability releases, and hours. Track PTM training and policies. Prepare annual reports documenting the program's contribution to the Kroc Center.
  5. Retention and Recognition: Cultivate a supportive environment and implement formal and informal recognition activities to value and retain the volunteer team.
III. Special Projects Management
  1. Project Management: Lead the planning and execution of high‑level community initiatives; make independent decisions regarding timeline, vendor selection, and resource allocation. Coordinate assigned special events, supervise employee committees, serve as point person for events such as Kroctoberfest, Christmas Market, staff parties, etc.
  2. Budgetary Control: Analyze financial reports to make strategic adjustments to ensure fiscal solvency for all special projects. Manage the department budget for special events and monitor expenditures against the approved budget.
  3. Operational Strategy: Develop strategies for cross‑departmental coordination – including the Corps Officers, the Church Team for volunteers and events, the Development Manager to recognize and recruit community volunteers, and department managers. Consult with the Administrator/Corps Officer to align project goals with the Kroc Center’s mission, providing expert recommendations on community impact.
IV. Organizational Administrative Leadership
  1. Ethical Oversight: Enforce the Code of Ethics and institutional standards, exercising discretion in handling sensitive or confidential organizational information.
  2. Staff Participation: Attend all scheduled staff and management team meetings, providing updates on volunteer status, upcoming events, and PTM compliance levels.
  3. General Assignments: Perform other duties and assignments as directed by the Corps Officer/Administrator to support the overall goals of the Kroc Center.

MENTAL DEMANDS

Must have the ability to prioritize, organize, and complete tasks independently. This position requires strong attention to detail, accuracy, and time management. Must have excellent interpersonal skills and the ability to manage multiple complex projects simultaneously. Must handle security and crisis situations calmly and professionally. Must be self‑motivated, enthusiastic, and able to maintain a self‑directed schedule. The person in this position must exercise good judgment, take initiative, and work collaboratively with others.

PHYSICAL DEMANDS

This position requires sitting, standing, walking, climbing, kneeling, bending, stretching, and manual dexterity. Must be able to lift, push, or pull up to 20 pounds without assistance regularly and occasionally more with assistance. Work may involve varying indoor and outdoor conditions, including weekends, late evenings, and holidays. There may be occasional travel.

COMMUNICATION DEMANDS

Requires frequent verbal and written communication with staff, vendors, clients, and leadership. Ability to deliver training, presentations, and clear operational direction. Proficiency in modern communication and business technologies. Ability to engage respectfully and effectively with diverse populations.

WORK ENVIRONMENT

Work is performed primarily on‑site at Kroc Center Hawaii in both indoor and outdoor settings. The role may require travel for trainings, conferences, or organizational meetings within Hawaii and on the mainland, including overnight and extended travel.

EQUIPMENT USED

Includes office equipment (computers, printers, radios, phones), mobile and desk telephones, general business tools.

CERTIFICATES & LICENSES

The candidate chosen for this position must have a valid driver’s license, and participate in The Salvation Army’s Fleet Safety Program on an annual basis.
