Position Job Title: Project Policy Analyst 2 (Project Policy Analyst 2 RP) (ID: 005256) Location: 3101 SAASB, UCSB Campus (cubicle) Employment Type: Full Time Salary Range: $30.32/hr to $52.25/hr Working Days & Hours: Monday-Friday, 8:00am-5:00pm Benefits Eligibility: Full Benefits Union: RP-Research and Public Services Professionals Overview Under the general supervision of the Director of Talent Acquisition & Emeriti-Retiree Programs in Human Resources, the HR Compliance and Policy Project Lead coordinates, oversees, and tracks project activities to ensure successful implementation of HR initiatives focused on staff employment misconduct disclosure and personnel file review processes. The analyst conducts analytical studies of moderate scope and complexity to address a variety of policy, research, and procedural issues. The professional fully analyzes problems, gathers data, evaluates alternatives, and makes sound recommendations. As the HR Compliance and Policy Project Lead, this role serves as the central point of contact coordinating with Talent Acquisition, Title IX, Employee & Labor Relations, Ethics & Compliance, and other departments to manage the UC Staff Misconduct and UC Allegations Review Process, as well as the personnel file review for UC internal candidates, for UC Santa Barbara. This position partners with department leadership to identify and manage issues and risks to ensure centralized misconduct vetting compliance goals are achieved and UC internal candidates' personnel files reviewed. Job Functions and Percentages of Time 80% Misconduct Vetting & Compliance Operations – Ensure completion of the Staff Employment Misconduct and Personnel File Review Form, the Implementation Summary Checklist for all final candidates, and capture SB 791 questionnaires, AB 810 authorizations, and employment misconduct and allegations reviews. Maintain Truescreen operations for SB 791 and AB 810 compliance and ensure final hiring eligibility determination before candidates' start dates. Centralize routing of the required Staff Employment Misconduct and Allegations Review Form for campus hires of current and former UC employees, including those being hired at other UC locations. Serve as sole liaison connecting HR, Title IX, Equal Employment Opportunity, Employee & Labor Relations, Ethics & Compliance, and other compliance offices for the completion of misconduct and allegations reviews. Coordinate required personnel file reviews for campus hires of current and former UC employees and as requested by other UC locations. 15% Data Privacy, Retention & Reporting – Implement strict data privacy controls, ensuring highly sensitive misconduct records are accessible only by Central Human Resources. Instruct departments to retain printed "pass" statuses separate from standard personnel files while maintaining a centralized repository for detailed background reports. Ensure records retention per the UC Records Retention Schedule: 5 years for hired candidates (after separation) and 4 years for candidates not hired. Complete an initial self-audit of the retention system by the end of the first quarter. Develop a tracking system utilizing Truescreen data and vetting outcomes to document metrics, potential losses, and exposure mitigated by the Be Smart About Safety (BSAS) program. Submit a comprehensive annual progress report to campus leadership and UCOP detailing program results and effectiveness. 5% Other – May serve as backup for Talent Acquisition or other HR administrative staff, including covering front desk reception. Perform other work as assigned. Required Qualifications Bachelor's degree in Project Management, Human Resources, or a related field or a combination of education and applicable experience (Bachelor's Degree) 1-3 years of experience coordinating programs or projects Demonstrated ability to generate and manage records Working knowledge and capability to use project management tools such as Smartsheet Demonstrated knowledge of Google platform and Microsoft Office Suite Ability to effectively work with project stakeholders Ability to coordinate efforts with different internal and external groups while managing resources efficiently Excellent interpersonal, communication, and reporting skills Proficient in ability to use discretion and maintain all confidentiality Demonstrates ability to use sound judgment in responding to issues and concerns.
