Production Controller (aircraft)

This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, PRODUCTION CONTROLLER (AIRCRAFT) Series, 1152. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of a wide range of employee relations case law, principles, practices and legal and regulatory requirements sufficient to perform detailed analyses and draw defensible conclusions on complex legal issues, problems and situations; and advise managers regarding appropriate corrective techniques in response to a wide range of conduct and performance issues. OR EDUCATION: Must have 1 full year of progressively higher-level graduate level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) Ability to plan, schedule, and take corrective action to meet emergency and regular workload requirements. Knowledge of assigned equipment, knowledge of and ability to interpret military aircraft and manufacturing terminology, technical orders, data, standards and instructions, and to relate them properly to the particular control projects assigned in preparing production plans and schedules and in maintaining effective follow-up, knowledge of maintenance organizational structures and skill in the distribution of personnel to obtain a balance in workload, knowledge and skill of appropriate production/technical processes and material posture of maintenance work centers to assure continuing availability of material requirement, knowledge of aerospace systems, subsystems, components, and associated inspection, repair, modification, and supply processes. Skill in oral communication to effectively communicate with senior operations and maintenance personnel. Knowledge of and skill in the use of automated maintenance information systems and aircraft maintenance documentation processes to collect, compile, and correlate production data from a variety of sources and use that data to determine compliance status of scheduled maintenance, inspection, and modification actions. Ability to correlate and analyze a variety of routine production data, technical manuals, and directives to determine applicability. Knowledge of personnel management policies, practices, and procedures. CONDITIONS OF EMPLOYMENT CONT'D This is an Air Reserve Technician (ART) enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit Training Assemblies (UTAs). The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. The incumbent must obtain and maintain a SECRET security clearance level designation for the position. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY) away from normal duty station. The incumbent may be required to work overtime to meet workload demands. Mobility is a condition of employment. The employee must sign an Air Force wide mobility agreement.
