Healthcare Coalition Readiness & Response Coordinator - Public Safety Administrator II

East-West Gateway Council of Governments (EWG) seeks a Healthcare Coalition Readiness & Response (HCC R/R) Coordinator (Level II) within the Regional Security/St. Louis Area Regional Response System (STARRS) department. The HCC R/R Coordinator serves as the program lead for the St. Louis Regional Healthcare Coalition (STL RHCC) and reports to the Emergency Preparedness Manager. This position manages the implementation of the federal Hospital Preparedness Program (HPP) grant, ensuring compliance with grant requirements, deliverables, and performance measures while providing leadership, coordination, and oversight for regional healthcare preparedness initiatives, as well as coalition membership engagement and expansion. The Coordinator supports preparedness and response coordination across the coalition’s ten-county, multi-jurisdictional service area comprising Missouri Region C, which includes a diverse mix of urban and rural communities. The coalition brings together hospitals, public health agencies, emergency medical services, emergency management organizations, and other healthcare partners to strengthen regional healthcare system preparedness and coordinated response capabilities. The service area includes the City of St. Louis and the counties of Pike, Lincoln, Warren, St. Charles, Franklin, Jefferson, Washington, St. Francois, and St. Louis, representing a regional healthcare system that includes 59 hospitals and 10 local public health departments. The HCC R/R Coordinator oversees the planning, coordination, and evaluation of coalition preparedness deliverables, including regional healthcare Hazard Vulnerability Assessments, coalition preparedness planning, and the development of capabilities related to medical surge, resource coordination, and continuity of healthcare operations. The position designs and manages the coalition’s multi-year training and exercise program in accordance with Homeland Security Exercise and Evaluation Program (HSEEP) standards, including the annual regional medical surge exercise involving healthcare and emergency response partners across the region. The Coordinator leads coalition meetings, committees, and workgroups to advance healthcare preparedness initiatives and ensure engagement among healthcare providers, public health agencies, emergency medical services, emergency management partners, and other regional organizations. The position coordinates and supports healthcare coalition response activities during incidents, exercises, and activations in accordance with coalition plans and regional emergency management frameworks. Responsibilities also include managing contractor supported planning, training, and exercise initiatives funded through preparedness grants to ensure deliverables are completed on schedule and in compliance with grant requirements. The Coordinator provides subject matter expertise and technical guidance to healthcare coalition partners on preparedness planning, training, and exercise development. The position serves as a regional liaison and works collaboratively with state and federal partners to support healthcare preparedness initiatives, ensure alignment with statewide preparedness strategies and federal preparedness guidance, and advance regional healthcare system readiness. This position requires participation in on‑call coverage and may require occasional evening or weekend work during emergencies or regional healthcare coalition activations. The successful candidate will have familiarity and prior experience with current federal HPP grant requirements, the National Incident Management System (NIMS), the Incident Command System (ICS) / Hospital Incident Command System (HICS), and the Homeland Security Exercise and Evaluation Program (HSEEP). A background in emergency preparedness planning, with a particular focus on health care / hospital preparedness, is preferred. The successful candidate must also be proficient in spreadsheet and word processing software like Excel and Word, as well as presentation software like PowerPoint. The successful candidate requires strong leadership, organizational and project management skills with the ability to manage multiple complex initiatives simultaneously and coordinate across diverse partner organizations. This position requires a bachelor’s degree from an accredited, four‑year college or university with major course work in healthcare, public health, emergency management, emergency planning and response, or other directly related field, and a minimum of 5 years of directly related professional experience, particularly with respect to health care or hospital preparedness; an advanced degree in a directly related field may substitute for 1 year of experience; or any equivalent combination of directly related education and professional experience. Candidates must have experience in coordinating multi‑agency planning, training and exercise initiatives and be able to communicate effectively with executive leadership, healthcare partners, and government stakeholders. Preferred experience in coordination healthcare coalition activities or hospital preparedness programs and managing federal preparedness grant deliverables.
