This is a highly responsible Accountant II position reporting to the Accountant Supervisor of the Florida Department of Health in Orange County. The incumbent in this position performs, with minimal supervision, a wide range of moderate to complex business unit functions that require an understanding of procurement and accounting policies and procedures. This position is subject to time constraints and must be performed with a high rate of accuracy.

Key responsibilities include:

• Acts as the Ryan White liaison between the County and FDOH-ORANGE regarding the reimbursement for Part A and Part C grants.
• Performing various diversified and complex duties related to client sliding fee scale eligibility determination, medication assistance application processing, rabies claims, reviewing applications, forms documentation, audit of data in compliance with AS 015-2017-11 DOH Orange Eligibility for services and rule 64F-16.006(1) Florida Administrative Code section 402.33(1) F.S. 402.33(3) and 402.33(6) (a), and DPHP 56-66 Accounts Receivable policy.
• Performing Eligibility processing for clients to determine a sliding fee scale, which includes but is not limited to: Review of appointments schedule to predetermine clients that may need eligibility and documenting within HMS note pad, pulling Provide NOE Notice of eligibility documentation for Ryan White income documentation, review of insurance coverages to determine if the active and/or inactive. Complete self-declaration forms with clients and processing within HMS to determine the family financial SFS%. Ensure preparation of delivery of monthly invoices and reports for all contract/grants related to Ryan White Part A and C. Ensure appropriate contract flies end reimbursement supporting documentation available and filed accordingly to support supervisor review and/or specific audit reviews. Maintains complete program files by specific program, contract & title. (Medical Case Management, Outpatient Ambulatory Medical Care, etc.). Maintains applicable expenditure listing and provides analysis regarding contract limits, and spending patterns to applicable program managers and supervisor along with recommendations of corrective actions. Understand and ensure all billing procedures to all sources (Medicaid, Medicare, HMO, Ryan White, etc.) are completed within approved timeframes. Ensure SCC medical billing is entered within specified timeframe. Understands and ensures all administrative components of the grant/contract Including but not limited to monthly reports, quarterly reports, annual reports. Participate in Ryan White meeting to ensure all revenue and reimbursement requirements are met by each grant period. Performs other duties as assigned.

Knowledge, skills and abilities, including utilization of equipment, required for the position include:

• Knowledge of the methods reviewing and analyzing financial information.
• Ability to review, analyze and evaluate financial data.
• Knowledge of HMS and Provide, Change healthcare.
• Ability to establish and maintain effective working relationships.
• Both establishing and maintaining effective working relationships with others and effective verbal and written communication.
