This role is the primary point of contact for payroll-related inquiries and provides hands-on support for payroll operations, tax and garnishment administration, employee troubleshooting, and vendor coordination. The Payroll and HR Specialist works closely with HR, Finance, clinical leaders, and third-party vendors to ensure payroll accuracy, compliance, and a high level of customer service.Essential Duties and Responsibilities:Support bi-weekly payroll processing, including audits, data validation, and payroll submission, under the guidance of the Senior Payroll and HR SpecialistServe as the primary point of contact for payroll-related inquiries, responding to employee questions and resolving issues related to pay, tax updates, address changes, and required payroll correctionsAssist with payroll inputs, including bonuses, retroactive pay, off-cycle payments, and compensation changesInvestigate payroll tax tickets, including local tax code issues, and coordinate updates with local tax agencies as neededTroubleshoot tax election and withholding issues with employeesProcess and submit payroll-related documentation, including tax notices and withholding orders, to third-party vendorsAudit pending garnishments and support ongoing garnishment administrationComplete and respond to requests for pay records, employment and wage verifications, and Medical Support Notices; submit required documentation to applicable child support agenciesAssist with expense report review and approval, ensuring compliance with company expense policiesFollow up with employees to obtain or confirm information needed for payroll accuracy, including address changes and tax updatesReconcile payroll-related integrations, including 401(k) and HSA contributions, with external vendorsMaintain accurate payroll records and documentation to support compliance, audits, and internal controlsSupport payroll projects and perform other related duties as neededEducation and Experience Requirement:Bachelor’s degree in Accounting, Finance, Human Resources, Business Administration, or a related field, or equivalent combination of education and relevant experienceMinimum of 2 years of payroll experience, supporting payroll processing in a multi-state environmentExperience supporting bi-weekly or high-volume payroll operationsExperience with Workday Payroll strongly preferred, including payroll processing, time and absence, and payroll-related reportingExperience working with payroll tax agencies, garnishments, and third-party vendorsFamiliarity with payroll tax regulations, wage and hour laws, and compliance requirements at the federal, state, and local levelsExperience responding to employee payroll inquiries and resolving discrepancies in a customer-service–focused environmentWork Environment, Equipment, and Physical DemandsInteracts regularly with employees, managers, and external vendorsPerforms detailed, confidential work requiring sustained focus and accuracyWorks primarily during standard business hours, with additional time required during payroll cycles, year-end activities, or special projectsAbility to work in a fast-paced environment.Ability to work at minimum 40 hours per weekAbility to work cooperatively with others.Must comply with practice policies and procedures.Requires daily in-office work.Physical activities include sitting for long periods of time, walking, bending, kneeling.Must be able to reach, pull, and push.Requires manual dexterity, auditory and visual skills.Ability to lift up to 15 lbs.Salary: $55,000 - $60,000EOEBehavioral Framework is committed to equitable treatment for all employees, clients, and their families.
