Highway Maintenance Foreperson (LTC Ops I), Special Crews Supervisor - Durango Applications will be considered from residents and non‑residents of Colorado. New employees will be paid biweekly (26 pay periods a year). The position is eligible for a $500/month housing stipend. Total annual compensation is typically between $91,428–$92,652 (base pay $85,428–$86,652 + $6,000 housing stipend). Description of Job CDOT seeks a Highway Maintenance Foreperson (LTC Operations I) located in Durango to manage specialty areas such as noxious weeds, building maintenance, bridge repair/preservation, and culvert repair/replacement/maintenance. The foreperson will develop, implement, monitor, and supervise maintenance operations and related budgets, maintaining operational readiness for weather events and emergencies and may be placed on call. Major duties and responsibilities include, but are not limited to: Provide safe travel for the traveling public using preservation techniques to extend the life of CDOT assets. Plan, develop, schedule, initiate, administer, and manage maintenance and operations for building maintenance, culverts, bridge condition assessment and repair, noxious weeds, tracked excavator and hydro‑vac projects, and avalanche mitigation/rock reduction. Determine overall work plan and expectations for the assigned area; maintain a broader perspective of maintenance activities, including safety, environmental awareness, resources, timing, budget, equipment, etc. Evaluate situations, interpret and initiate processes and procedures, and initiate changes, particularly in emergency conditions and unique situations. Work closely with peer area supervisors, other CDOT units, and outside agencies to plan for and respond to maintenance concerns. Act as Incident Commander for a variety of emergency situations. Perform all duties with a safety consciousness and the goal to provide exceptional internal and external customer service. Maintain operational readiness of equipment and personnel of 90% or greater for snow events and other emergencies; may be placed on call. Oversee large, complex maintenance projects that involve multiple patrols and provide technical guidance on activities performed. Forecast future needs and challenges, develop a plan to address, and communicate that plan with personnel. Train others and use computer software and CDOT programs to enter/approve data and information in order to complete email, paperwork, reports, work orders, time sheets, fuel logs, supply orders, meter readings, weekly updates, accident reports, etc. Supervise and manage personnel; conduct performance management; provide mentoring and training; safeguard and handle sensitive employee information; communicate information between management and employees. Represent CDOT, educate and/or justify departmental positions on various issues through communications, meetings, project reviews, with cities, counties, community groups, etc.; respond to citizen complaints. Oversee and assist with avalanche missions and rockfall reduction operations, ensuring staff follow all special safety procedures and precautions. Other job duties as assigned. Work Environment Frequently responds to emergencies outside regular work hours including weekends and holidays. Travel required during work hours throughout the region and Metro Denver, including some overnight travel. Approximately 50% of time is spent in the office and 50% in the field. Required to operate CDOT vehicles. Required to work in close proximity to heavy traffic. Required to work in extreme temperatures and weather conditions for long periods of time. Average work week is 40 hours, with periodic overtime due to emergencies. During the extended summer months (May–September), typical work is 10 h per day Monday–Thursday with a three‑day weekend. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications Experience Only At least four years of road/highway maintenance experience, two of which included supervisory responsibilities. Education and Experience Combination of relevant education and experience equal to at least four years of road/highway maintenance experience, two of which included supervisory responsibilities. Coursework Example – Associate in Applied Science in Highway Maintenance Management from Front Range Community College may substitute for up to two years of experience at the unit supervisor level. Examples of road/highway maintenance experience: repairing potholes, asphalt or concrete paving operations, operating heavy equipment (bulldozers, motor graders, backhoes, front‑end loaders, etc.), maintaining right‑of‑way fences, performing street striping and marking, mechanical mowing, bridge, roadside ditch and culvert cleaning, installing/maintaining roadway signs or guardrail, operating sweepers, conducting traffic control, or performing mechanical snow removal. Examples of supervisory responsibilities: supervising at least three full‑time employees, conducting performance reviews, approving leave and timesheets, providing input for personnel actions, applying standard operating procedures, assigning tasks, prioritizing work, gathering resources, checking work product, handling emergencies, conducting safety checks. Conditions of Employment – Must pass pre‑employment screening (social security, criminal, public court, educational, driving records). Must possess a valid Commercial Driver’s License Class A or B with no restriction on air brakes. May be required to obtain Hazardous Materials endorsement and a Type I Explosive Use Permit. Must pass controlled substance testing and a DOT physical. Required to report for essential services outside regular hours. May be required to live within 30‑minute driving distance. Must provide a reachable telephone number for emergencies. New employees attend two weeks of maintenance training in Golden; veteran CDOT employees attend one week per year.
