Duties

Help

• You will manage and support the team to achieve program technical, cost and schedule objectives.
• You will develop and coordinate all required program acquisition documentation and briefings; and ensure all program requirements and milestones are communicated and coordinated with program leadership.
• You will analyze needs and requirements information necessary for development of specific objectives for assigned program initiatives and for planning.
• You will identify program office and other discipline area support needed to meet assigned program requirements.
• You will apply the tools and techniques of process identification and continuous process improvement in addressing program management problems and issues.
• You will serves as a liaison and representative in negotiations with other commands and offices of the Navy, DOD, other governmental agencies and private organizations on matters pertaining to the program.
• You will synthesize critical management issues, documentation and relevant information to support program reviews.

• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or pay band DA-05 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems. Determines its importance and accuracy and communicates it by a variety of methods; 2) Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems and chooses courses of action that balance the interests of the mission and stakeholders; 3) Formulates objectives and priorities and implements plans consistent with long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders; 4) Inspires and fosters team commitment, spirit, pride, and trust. Facilitates cooperation and motivates team members to accomplish group goals; 5) Apply law, policies, regulations, principles, standards and procedures to management and program analysis activities (e.g., developing studies, metrics, methods, advising others).
