Community Safety Manager Job Description

JOB VACANCY ANNOUNCEMENT

Class Summary:

This class is the single classification. This is a leadership role responsible for the strategic oversight and coordination of safety initiatives across the Navajo Housing Authority administrative offices and 15 housing management areas. This position bridges the gap between residents, management, and tribal law enforcement to foster a secure working and living environment through proactive prevention and modern technology integration. The focus is on reducing criminal activity and improving employee and resident safety through community-focused programs and surveillance technology.

Safety is a critical factor with NHA, and all employees will adhere to Safety Policies and ensure Safety is how we perform our duties.

Essential Duties:

• Oversees the development and implementation of safety programs across the 15 NHA management areas and administrative offices. 
• Initiate and support resident-focused Neighborhood Watch groups, providing training on crime recognition and reporting.
• Act as the primary point of contact for local and tribal law enforcement to coordinate responses to criminal incidents within subdivisions and administrative offices.
• Evaluate and recommend advanced safety measures, including the deployment and maintenance of video surveillance systems and automated monitoring.
• Organize and attend chapter and community meetings to educate residents on crime prevention and safety resources.
• Monitor safety performance metrics, maintain incident records, and ensure all programs comply with federal and tribal regulations. 
• Assist other departments in providing safety education, supporting legal matters, and recommending safety measures to executive management.
• Performs other duties of a similar nature or level and as assigned.

Training and Experience:

• Bachelors degree in Criminal Justice, Public Administration, or a related field;
• 5-7 years experience in public safety, community outreach, or law enforcement coordination is essential. 

Licensing Requirements:

• Valid Drivers License

Knowledge:

• Knowledge of security systems.
• Understanding of the Navajo Public Safety services to the Navajo Nation.

Skills:

• Commitment to the mission of NHA, with a positive attitude and collaborative approach and a desire to contribute to the NHA team.
• Effective communication and collaboration and leadership skills, with staff and external partners. 
• Responsible for recommending and designing the full organizational structure of the Community Safety Department.
• Identify staffing needs and draft positions descriptions for a comprehensive team, including administrative staff for data management and Community Safety personnel for field assessment and incident follow ups.
• Strong leadership skills with the ability to guide, support, and develop projects. 
• Ability to plan and manage a safe community for the residents of the NHA homes/houses.
• Strong organizational and time management skills, with the ability to meet deadlines .
• Ability to manage vendors, contracts, and IT resources effectively. 
• Ability to manage sensitive information with integrity, professionalism, and confidentiality. 
• Ability to lead organizational changes and support housing management tenants and staff.

Physical Requirements:

Positions in this class typically require reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
