Supervisory Emergency Management Specialist (Preparedness)

Summary

This position is located in Resilience, National Preparedness Director, National Exercise Division at Washington, DC. The ideal candidate for this position will provide strategic advice to officials at the Branch Chief level or higher; represent the National Exercise Division (NED) and National Exercise Program (NEP) at interagency meetings; and manage teams for the development and implementation of federal Interagency exercise programs.

What will I do in this position if hired?

In this position, you will serve as a Supervisory Emergency Management Specialist, performing staff oversight at the headquarters level of Federal Emergency Management Agency (FEMA) who perform work involving emergency planning and preparedness issues in response to intentional and/or unintentional crises, disasters, other humanitarian emergencies, hazards, or natural and man-made/technological (chemical, biological, radiological, nuclear, high-yield explosives) incidents. Typical assignments include:

  • Oversee and supervise a team of federal employees and contractors to implement the National Exercise Program as part of the National Preparedness System in partnership with the Department of Homeland Security and other federal departments and agencies to validate our national capabilities.
  • Leading, planning, and facilitating regular meetings of interagency coordination bodies for the National Exercise Program (such as the Exercise Implementation Committee and DHS Exercise and Evaluation Program Exercise Coordination Group), which includes setting national exercise priorities, coordinating exercises across large stakeholder groups, and sharing exercise best practices through effective stakeholder management and coordination.
  • Lead a collaborative process for the planning, delivery, conduct and evaluation of preparedness exercise for senior Administration officials (to include the National Security Council and Department of Homeland Security) and federal interagency partners to increase the effectiveness of federal program policies, plans, and procedures.
  • Representing the National Exercise Division and FEMA at interagency meetings, negotiating with key officials within and outside FEMA on matters relating to national preparedness.
  • Establishing priorities for the section with the Branch Chief managing multiple complex and concurrent projects, identifying challenges and mitigation strategies, recommending courses of action, making effective decisions, and translating decisions and intent into instructions for staff.

At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The qualification requirements listed below must be met by the closing date of this announcement.

To qualify for this position at the GS-14 level, you must possess one full year of specialized experience equivalent to at least the GS-13 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
  • Leading staff to include evaluating performance, managing career development, projects, and/or resolving issues, AND
  • Collaborating with high level internal and external stakeholders on matters of emergency preparedness and exercises, AND
  • Managing large, complex projects using effective project management skills, problem identification and risk mitigation strategies.
