Position SummaryMDB is seeking an Emergency Management Specialist to support the National Disaster Medical System (NDMS) Federal Coordinating Center (FCC) operations.
This is a Full-time position. Work will be performed in a fast-paced work environment and is requested at Defense Health Headquarters and as permitted, remotely. The position is contingent on contract award and will be term limited to the period of performance (through 2031).
Field work and travel for meetings and site assessments may be required.
The Emergency Management Specialist will provide subject matter expertise and operational support to Navy Medicine’s BUMED N45 Mission Assurance Program, with emphasis on emergency management, National Disaster Medical System (NDMS) readiness, Federal Coordinating Center (FCC) operations, continuity of operations, Defense Support of Civil Authorities, and interagency coordination. The specialist will support planning, readiness reporting, operational documentation, stakeholder engagement, exercise support, and coordination with Navy Medicine, Department of Defense, Department of War, Health and Human Services, Federal Emergency Management Agency, FCC leadership, Military Treatment Facilities, Health Care Coalitions, and civilian healthcare partners.
Key Responsibilities- Support allhazards emergency management planning and readiness activities, including mitigation, preparedness, response, and recovery functions.
- Revise, update, and maintain FCC/NDMS operational plans, Concept of Operations documents, Patient Reception Operations Plans, throughput models, implementation plans, standard operating procedures, and related readiness products.
- Support development and sustainment of FCC staffing models, recall rosters, activation procedures, partner engagement processes, and operational coordination pathways.
- Coordinate with FCC Directors, FCC Coordinators, Navy Medicine stakeholders, Military Treatment Facilities, civilian hospitals, Health Care Coalitions, Department of War, NDMS, FEMA, HHS, BUMED, and other interagency partners to support FCC readiness and patient reception operations.
- Support identification, recruitment, engagement, and participation of NDMS partner hospitals and healthcare system partners.
- Manage and support bed reporting, patient tracking, and system integration planning TRANSCOM Regulating and Command and Control Evacuation System (TRAC2ES), Joint Patient Assessment Tracking System (JPATS), Geo Healthsystem, and related readiness platforms, the BUMED Portal for Readiness and Emergency Preparedness, and related NDMS/FCC systems.
- Conduct quality control reviews, data validation, version control, and informationsharing support for NDMSrelated systems, databases, plans, and reports.
- Develop and report monthly FCC readiness metrics, including personnel assigned, qualifications, equipment, interagency coordination requirements, partner participation, system readiness, and overall program health for each assigned FCC.
- Support development of FCC readiness matrices aligned with NDMS performance expectations and FCC guidance.
- Develop annual NDMS capability assessments for submission to senior leadership.
- Prepare executive briefs, strategic white papers, program summaries, meeting minutes, action trackers, decision logs, and partner engagement documentation.
- Support tabletop, functional, and fullscale emergency management and NDMS/FCC exercises, including planning, coordination, evaluation, and afteraction documentation.
- Coordinate resource management and logistics during incidents, exercises, activations, and other governmentdirected emergency management activities. Required Qualifications
- Bachelor’s degree in Emergency Management, Homeland Security, Public Health, Healthcare Administration, Security Studies, Public Policy, or a related discipline; or, in lieu of a degree, progressively responsible relevant experience.
- Minimum of five years of relevant professional experience; or, in lieu of a degree, ten years of progressively responsible experience.
- Experience supporting disasters, including natural, manmade, and technological incidents; Defense Support of Civil Authorities; continuity of operations; National Disaster Medical System operations; and emergency management programs.
- Experience planning for and participating in Department of War, federal, or interagency exercises, including tabletop, functional, and fullscale exercises.
- Familiarity with FCC operations, patient reception operations, patient movement, NDMS systems, TRANSCOM Regulating and Command and Control Evacuation System (TRAC2ES), Joint Patient Assessment Tracking System (JPATS), Geo Healthsystem, and related readiness platforms.
- Demonstrated ability to understand all phases of emergency management, including mitigation, preparedness, response, and recovery.
- Advanced knowledge of DoD interagency coordination, policy development, action officer responsibilities, and operational planning.
- Strong database management, data validation, reporting, and documentation skills.
- Ability to coordinate meeting minutes, action tracking, partner engagement documentation, and seniorlevel briefing materials.
- Proficiency with Microsoft Office Suite and collaboration tools.
- Excellent written and oral communication skills.
- U.S. citizenship and ability to obtain and maintain the required Tier 3 security clearance, including SECRET eligibility when required for FCC functions.
- Completion of the Federal Coordinating Center Course within the last three years, or ability to enroll within 180 days of onboarding.
Workload and Travel Expectations: Travel may be required to support FCC readiness activities, exercises, meetings, partner engagement, site coordination, and other Government-directed activities. Travel locations include, but are not limited to, Portsmouth, VA; Jacksonville, FL; San Diego, CA; Camp Pendleton, CA; Los Alamitos, CA; and other locations as directed by the Government. Travel shall be conducted in accordance with applicable Government travel regulations, with trip reports submitted no later than seven days following completion of required travel.
