This role oversees all construction quality control activities on federal projects to ensure strict compliance with USACE requirements, EM 385-1-1, and contract specifications. The Construction Quality Control Manager develops, implements, and maintains the project Quality Control Plan, leads the three-phase inspection process, and manages all quality-related documentation and reporting. This position plays a critical role in verifying that all construction activities meet applicable plans, specifications, and federal standards while coordinating closely with project staff, subcontractors, and government representatives.

• Lead and manage all project quality control activities in accordance with USACE requirements, EM 385-1-1, and contract documents.
• Develop, implement, and maintain the project Quality Control Plan (QCP) and ensure all associated documentation remains current and accurate.
• Plan and conduct preparatory, initial, and follow-up inspections for all Definable Features of Work (DFOW) as part of the three-phase quality control process.
• Review, manage, and track submittals, Requests for Information (RFIs), material certifications, testing reports, and project quality records.
• Verify that all construction activities comply with approved plans, specifications, construction drawings, and federal standards.
• Coordinate and document all quality testing, inspections, commissioning activities, and deficiency identification and resolution.
• Lead weekly quality control meetings with project staff, subcontractors, and USACE representatives to review progress, address issues, and reinforce quality expectations.
• Prepare and submit timely and accurate daily quality control reports using RMS and other required government platforms.
• Monitor subcontractor performance to ensure adherence to project quality standards, contract requirements, and construction quality management procedures.
• Support site safety efforts by applying knowledge of EM 385-1-1 and OSHA requirements in coordination with site safety personnel.
• Collaborate with construction management and field supervision to resolve quality issues and prevent rework.
• Maintain organized, auditable records of all quality control activities and correspondence throughout the project lifecycle.

• Minimum of 8 years of experience supervising or managing construction projects in roles such as Superintendent, Quality Control Manager, and Site Safety.
• Minimum of 5 years of experience supervising or managing federal construction projects.
• Current USACE Construction Quality Management for Contractors (CQM-C) certification.
• Strong knowledge of federal construction procedures, documentation requirements, and construction quality management practices.
• Demonstrated experience with the three-phase quality control process, including preparatory, initial, and follow-up inspections.
• Proficiency with RMS or similar government reporting platforms for daily quality control documentation.
• Ability to read, interpret, and apply construction drawings, plans, specifications, and submittals.
• Experience managing RFIs, submittals, material certifications, testing reports, and other quality-related documentation.
• OSHA 30-hour certification and possession of an OSHA 30 card.
• Working knowledge of EM 385-1-1 Corps of Engineers Safety and Occupational Health Requirements Manual.
• Practical understanding of site safety principles and construction inspection practices on military or federal projects.
• Strong communication and leadership skills to effectively conduct meetings and coordinate with project teams and government representatives.

• Graduate engineer, graduate architect, or graduate construction manager with 10 years of construction experience is highly desired.
• EM 385-1-1 certification is desired.
• First Aid and CPR training.
• Hazardous Material Management (HAZWOPER) training is desired.
• Competent person training in fall protection, confined space, and excavation is desired.
• Background in military or defense-related construction environments is beneficial.
• Experience with construction management processes, including coordination of site safety and quality control.
• Familiarity with hazardous materials handling and related safety requirements is an advantage.

The position is based at Patrick Space Force Base and involves working on active federal and military construction sites. The role requires regular presence in the field to conduct inspections, observe construction activities, and coordinate with site personnel and government representatives. The environment includes typical construction-site conditions, such as exposure to outdoor weather, active equipment, and ongoing construction operations, and requires adherence to all site safety protocols and personal protective equipment requirements.

This is a Contract to Hire position based out of Aiken, SC.

The pay range for this position is $55.00 - $65.00/hr.

This is a fully onsite position in Aiken,SC.
