GOR Group is partnering with a leading client in the construction and integrated manufacturing industry to identify an experienced Preconstruction Manager to lead the front end of complex projects from bidding and proposal development through design coordination, project award, and operational handoff.
- Serve as a primary representative of the client during the bidding, proposal, preconstruction, and design phases of projects.
- Own coordination of front-end project activities from initial opportunity review through formal handoff to the Operations Project Manager.
- Maintain visibility into scope, pricing, schedule, design requirements, procurement needs, and project risks throughout preconstruction.
- Partner with sales, leadership, estimating, and operations teams to evaluate opportunities and prioritize bids.
- Develop and maintain bid and preconstruction schedules to ensure internal teams remain aligned with customer deadlines.
- Coordinate resources and deliverables required to produce complete, competitive proposals.
- Review drawings, specifications, schedules, qualifications, bid documents, and other project requirements in detail.
- Confirm estimates capture the complete anticipated scope and associated costs.
- Identify gaps, inconsistencies, exclusions, and potential project risks before proposal submission.
- Engage customers directly when requirements are unclear and clearly document assumptions or proposed approaches.
- Look beyond simply pricing the drawings provided.
- Identify alternative approaches that may improve constructability, cost, schedule, quality, or execution.
- Work with customers and internal subject matter experts to develop value-added solutions that differentiate the proposal from competitors.
- Approach project decisions with the mindset of spending the customer's money as carefully as your own.
- Partner with engineering leadership to develop sales package plans and supporting drawings for bid proposals.
- Coordinate with estimating and marketing teams to ensure proposals are complete, accurate, professional, and technically compelling.
- Perform final reviews of estimates and proposals prior to submission.
- Ensure proposals demonstrate a clear understanding of the client's project, scope, and execution requirements.
- Coordinate internal review of purchase orders and contracts with leadership and legal teams.
- Review project scope, schedule commitments, payment terms, commercial requirements, and awarded contract value.
- Help ensure appropriate contract documentation is finalized before execution begins.
- Establish internal pre-kickoff meetings with leadership, engineering, estimating, and other project stakeholders.
- Communicate award details, commitments, risks, assumptions, and outstanding items.
- Coordinate with the client and internal teams to develop the project Schedule of Values.
- Support preparation and submission of initial project billing and additional preconstruction billing as required.
- Work with the client and internal project leadership to develop a high-level project schedule.
- Establish critical milestones including design approvals, material releases, fabrication requirements, shipment dates, and site delivery dates.
- Use the schedule to drive client approvals and validate commitments with subcontractors and vendors.
- Coordinate early purchase orders for long-lead materials, equipment, vendors, and subcontractors.
- Validate supplier and subcontractor timelines against project schedule requirements.
- Identify procurement risks early and drive resolution before they impact project execution.
- Partner with engineering leadership to develop Issued for Approval packages and associated design schedules.
- Coordinate expectations with the client regarding submittal reviews, approval timelines, revisions, and release dates.
- Maintain visibility into design progress and issues that could impact procurement or production.
- Lead and participate in client meetings during bidding, preconstruction, design, and early project execution.
- Communicate project progress, outstanding needs, risks, and required decisions clearly and accurately.
- Coordinate closely with engineering and operations teams throughout the front end of the project.
- Ensure decisions, commitments, and expectations are clearly documented and communicated.
- Remain actively involved with awarded projects until the Operations Project Manager is prepared to assume full project leadership.
- Lead or support formal project kickoff and turnover meetings.
- Provide the Project Manager with a clear understanding of:
- Contract scope
- Commercial commitments
- Schedule requirements
- Design status
- Procurement status
- Client expectations
- Outstanding risks and action items
- Ensure the Operations team has the documentation, background, and resources required to successfully execute the project.
- Remain available during the transition to answer questions and provide continuity.
- Develop strong relationships with customers, vendors, subcontractors, and internal project teams.
- Build trust, credibility, and reliability throughout the preconstruction process.
- Help create a customer experience that drives repeat business and long-term partnerships.
- Maintain a strong understanding of why proposals are won or lost and apply those lessons to future opportunities.
- 7+ years of experience in preconstruction, estimating, project management, engineering, construction, manufacturing, or a related environment
- Demonstrated experience managing complex bids, proposals, and preconstruction activities
- Strong understanding of construction drawings, specifications, scopes of work, schedules, and commercial documents
- Experience reviewing estimates and identifying missing scope, risks, assumptions, and cost considerations
- Ability to understand project requirements from both a technical and commercial perspective
- Experience coordinating engineering, estimating, sales, operations, vendors, and subcontractors
- Strong knowledge of project scheduling and critical milestone development
- Experience supporting procurement and long-lead material planning
- Ability to challenge designs and identify value engineering or alternative execution strategies
- Strong client-facing communication and presentation skills
- Ability to lead meetings and confidently communicate with customers, executives, engineers, estimators, and field operations teams
- Strong negotiation, problem-solving, and decision-making capabilities
- Highly organized with strong attention to detail and follow-through
- Ability to manage multiple opportunities and project priorities simultaneously
- Strong understanding of project handoff and the information Operations teams need to execute successfully
- Experience within electrical construction, manufacturing, modular construction, prefabrication, data centers, or mission-critical infrastructure strongly preferred
- Bachelor's degree in Construction Management, Engineering, Business, or a related field preferred, or equivalent industry experience
- Submitting complete, accurate, and compelling proposals
- Understanding why projects are won or lost
- Identifying better solutions instead of simply pricing what is shown
- Protecting project margin by identifying scope and risk before award
- Establishing realistic schedules and procurement strategies
- Creating a smooth transition from preconstruction into operations
