Deputy Program Manager

The Opportunity Manage a program with very large or complex inter‑related projects or multiple moderate size projects, representing multisector Capital Improvement Plans ranging from hundreds of millions to more than $1B in total capital value. Represent the owner in managing 3rd party designers and constructors. Represent the organization as the primary contact on contracts and projects. Be responsible for all aspects of the program including all phases of planning and execution of a Capital Improvement Plan. Lead multi‑disciplinary teams to respond to client priorities. This role will be a part of BV Operations. Within BV Operations, this role focuses on the Civil Infrastructure sub‑discipline and the design, procurement, and construction of water infrastructure support efforts, including treatment facilities, conveyance/collection systems, and program management. Key Responsibilities Provide oversight and direction to B&V project managers, construction managers, program professionals, and subcontractors. Operate in complex management environments with multiple stakeholders. Interact with senior government or public officials and/or executive level clients on significant project matters. Manage and supervise complex engineering design or construction by 3rd parties as owner's representative. Prepare and deliver presentations in support of client programs. Assess and actively manage risk on behalf of client and B&V. Routinely resolve high risk or very difficult issues with significant scope, schedule, and or financial impact. Develop and review cost estimates and provide cost management throughout program execution. Apply advanced understanding and application of project management core processes and methodologies. Utilize lessons learned to strengthen B&V's program management processes, procedures, and tools. Assemble, train, and mentor staff using internal and external resources. Preferred Qualifications MSc Eng. or MBA or similar. Active P.E., PgMP, or PMP. Utility Manager or Program Manager with experience managing CIP projects from >$1.5M to $10M+ construction value in any of these sectors: Stormwater, Roads, Parks, WW Facility or Linear projects; at least one project > $10M construction value. Previous experience leading or overseeing design of at least 5 concurrent design projects in Stormwater/drainage, Roads and/or Bridges, Parks & Rec Facilities, WW Treatment Facilities or Linear infrastructure. Minimum Qualifications 9+ years in a senior project and/or program management role; PM, EM, Planning, Project Controls, etc. All applicants must be able to complete pre‑employment onboarding requirements, which may include criminal/civil background check, drug screen, and motor vehicle records search in compliance with applicable laws. Certifications Active P.E., PgMP, or PMP.
