Staff Counsel

The General Counsel Division at DCWP seeks an experienced attorney to serve as Staff Counsel in the Legal Counsel Unit. The Legal Counsel Unit provides legal support to DCWP divisions, drafting contracts and agreements, and advising on new and existing laws. Reporting to the Associate General Counsel, the Staff Counsel will: provide legal advice and guidance to DCWP staff and management on new and existing laws and regulations; assist with all aspects of implementing new and amended laws, including drafting rules, charges, checklists, and penalty schedules; serve as DCWP’s subject matter expert on issues related to specific industries regulated by DCWP; address legal issues arising from DCWP’s licensing, collections and enforcement work; draft memoranda, correspondence and other legal documents as necessary; communicate with external parties, including licensees, complainants, stakeholders and sister agencies; assist with other assignments within the General Counsel Division, including drafting contracts; occasionally bring charges against businesses at OATH and draft denial or revocation letters; negotiate and draft settlement agreements for civil penalties and consumer restitution. Preferred qualifications include excellent communication skills, strong analytical ability, experience in fast‑paced environments, and a self‑motivated, meticulous approach. Candidates are expected to work independently and collaboratively with attorneys and non‑attorneys. Minimum Qualifications 1. Admission to the New York State Bar; and either 2 or 3 below. One year of satisfactory United States legal experience subsequent to admission to any state bar; or Six months of satisfactory service as an Agency Attorney Intern (30086). Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment. Assignment Level requirements: AL II: one year of experience at Assignment Level I or two years of comparable legal experience in related areas; AL III: two years of experience in Assignment Levels I and/or II or three years of comparable legal experience in related areas. Preferred Skills Excellent written and verbal communication skills. Strong research, due diligence, and attention to detail. Ability to multitask, set priorities, and work independently while maintaining quality. Excellent editing skills and rigorous standards for written work. Impeccable legal judgment, problem‑solving skills, and diplomatic, expedient resolution of issues. Interest in government or public sector work. Experience in a hands‑on, “roll up your sleeves” environment.
