Senior Program Manager, North America Retrofits, Expansions and Initiatives

Amazon Last Mile, comprised of Rural and Super Rural (RSR) delivery stations and Amazon Logistics (AMZL) delivery stations, is seeking an experienced Program Manager to join the NA Retrofits, Expansions & Initiatives (REI) team within Worldwide Engineering & Innovation (WWEI). This team owns the end-to-end planning, strategy coordination, and deployment orchestration for retrofit, expansion, and initiative programs across AMZL and RSR delivery station networks — including physical infrastructure retrofits, site expansions, network wide initiatives, and new program pilots.In this role, the individual will own a portfolio of REI programs, driving program-level strategy, decision-making, and execution at scale. The Sr. REI Planning Manager will operate as the central planning authority for their portfolio, setting the deployment roadmap, resolving cross-program conflicts, and ensuring alignment between OP planning inputs, capital allocation, vendor capacity, and network readiness. This role requires strategic thinking to balance competing priorities across retrofits, expansions, and new initiatives while maintaining the confidence of senior leadership through crisp written and verbal communication.The ideal candidate is a seasoned program leader who can operate independently in highly ambiguous environments, influence without authority across multiple senior stakeholders, and drive a multi-year REI deployment strategy from planning through site handoffKey job responsibilities- Own the end-to-end deployment planning and execution strategy for a portfolio of REI programs (retrofits, expansions, and initiatives) across multiple regions and business lines (AMZL, RSR).- Serve as the single-threaded program planning leader for the portfolio, making trade-off decisions between site priorities, vendor capacity, capital constraints, and operational readiness.- Drive OP1/OP2 planning inputs for REI deployment — developing gearing models, headcount justifications, financial guardrails, and ROI-based site prioritization frameworks.- Lead cross-functional planning across Finance, Pre-Construction, Construction, Start-Up Execution, Design Engineering, WHS, Capacity Engineering, Operations, and external contractors/vendors.- Own vendor/contractor relationships at the program level — managing capacity allocation, escalating non-compliance, coordinating construction schedules, and driving performance accountability.- Develop and maintain program-level RACI frameworks to clarify ownership across planning, deployment, and handoff milestones.- Lead the Weekly REI meetings and contribute to the Weekly Business Review Call, synthesizing site-level data into program-level insights and escalation paths for senior leadership.- Author and present program narratives (6-pagers, business reviews, Quarterly Guidance inputs) to senior leadership, clearly articulating deployment status, risks, trade-offs, and strategic recommendations.- Identify and drive process improvements, automation of planning workflows, and tooling enhancements that scale the team's ability to manage an expanding portfolio.- Mentor program managers, providing guidance on stakeholder management, escalation paths, and program management best practices.- Up to 10% travel required.Basic qualifications- 5+ years of program or project management experience- Experience using data and metrics to determine and drive improvements- Experience owning program strategy, end to end delivery, and communicating results to senior leadership- Experience managing programs or portfolios with $50M+ capital expenditure- Knowledge of Excel at an advanced level (Pivot Tables, VLookUps, macros)- 5+ years of defining and implementing process improvement initiatives using data and metrics- Experience working cross-functionally with technical and non-technical teams at multiple organizational levelsPreferred qualification - 2+ years of driving process improvements experience- Master's degree, or MBA in business, operations, human resources, adult education, organizational development, instructional design or related field- Knowledge of general AI tools- Experience designing, implementing, and scaling upskilling, apprenticeship, or workforce development programs across large-scale operations or corporate environments, including forecasting workforce needs and leveraging analytics to drive program decisions- Experience in retrofit, expansion, or facilities improvement programs at scale- Experience with construction management, permitting, and site deployment coordinationAmazon is an equal opportunity employer and does not discriminate on the basis of protected veteran status, disability, or other legally protected status.Our inclusive culture empowers Amazonians to deliver the best results for our customers. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
