Job Description and Duties The California Air Resources Board (CARB), referred to as “The Board”, is a dynamic and innovativeleader in setting and implementing controls to protect and improve air quality for the citizens ofCalifornia. The Board’s scientific and technical programs rely extensively on web-based informationsystems. The mission of the Office of Information Services (OIS) is to leverage the most effective informationtechnologies available to achieve CARB’s and Environmental Protection Agency (EPA) programgoals. The mission includes ensuring that such technologies are professionally managed, properlymaintained and efficiently used. The Portfolio & Project Management Office Branch (PPMO) is responsible for leading the mostcomplex CARB Information Technology (IT) projects and contracts. CARB’s IT PPMO branchmanages an average of more than $100 million in IT projects and contracts each year and promotesthe use of standardized project management methodologies and best practices throughout theorganization. The IT Procurement Contracts & Reporting Section (ITPCRS) is responsible for managing complexand sensitive IT Services and Goods acquisitions. ITPCRS manages and oversees the planning,projecting, and executing of all IT acquisitions (i.e., Request for Quotation (RFQ), Request for Offer(RFO), Request for Proposal (RFP), and Invitation for Bids (IFB)). Develops, facilitates, andcommunicates with Program staff to draft the Statement of Work. Selects the best IT acquisitionstrategy, obtains quotes, and develops the hardware/software acquisition completely; ensuresappropriate approvals and signatures are obtained, funds are available, and IT acquisitions areprocessed accurately, timely, and within budget while ensuring all documents sustain any type of audit. Oversee the OIS budgeting process, legislative bill reviews, and approve expenditures. Under direction of the IT Supervisor II (IT Sup II) of the ITPCRS within the PPMO, the IT Specialist I(ITS I) manages complex IT-related contracts, including services agreements, software licenses,and hardware maintenance contracts. This position works on the complex, high -risk, politicallysensitive, and high-cost IT procurements. The ITS I researches, analyzes, determinesand/or recommends solicitation vehicles/methods to utilize for formal or informal IT Goods and/orServices procurements such as, Request for Proposal, Request for Offers, Request for Quotations,etc. The ITS I conducts business activities in a professional manner that leads to superior customersatisfaction and delivers services that meet or exceed the customer’s expectations. The ITS I isresponsible for individual decisions and actions while working on systems using best practices andinnovative technologies. Final Filing Date: 8/27/2026
