Job Summary:

GENERAL DESCRIPTION:

Central City Health is committed to enabling every patient in our community to thrive through the delivery of high-quality, integrated, and patient-centered care. The Clinical Director provides administrative and clinical leadership for behavioral health and recovery treatment services, overseeing program operations, clinical practice, staff performance, and service delivery. The Clinical Director ensures services are delivered in accordance with evidence-based practices, regulatory and contractual requirements, and established standards of care. This role provides clinical and licensure oversight to assigned behavioral health staff and works collaboratively with organizational leadership and interdisciplinary teams to promote effective care coordination, program quality, and positive patient outcomes.

RESPONSIBILITIES:

  • Own day-to-day operations for the ACT Team, General Outpatient team, and the BH Supervisor's team — staffing, scheduling, coverage, and productivity standards.
  • Protect the fidelity of the ACT (Assertive Community Treatment) program as a specialized, evidence-based model — ensure its embedded case managers, RN, and prescriber function as one integrated team, not a coordination layer split across branches.
  • Maintain DWIHN and CCBHC compliance for all behavioral health and SUD treatment delivered under this branch.
  • Coordinate with Clinical Supervision & Practice as appropriate, though unlike its predecessor role, this seat holds its OWN clinical/licensure authority over this branch's therapists directly, since it is a fully-licensed hire. Clinical Supervision & Practice's clinical/EBP fidelity line no longer extends into this branch — see Clinical Supervision & Practice's job description for its current, narrower scope.
  • Coordinate warm hand-offs and shared-member care with the Director, Care Management & Social Health for members who need both BH-depth treatment and case management.
  • Supervise the BH Supervisor and the clinical lead for the ACT Team; model and reinforce closed-loop communication and a psychologically safe correction culture across the branch.
  • Participate in monthly multi-disciplinary rounds and clinical leadership meetings under the Executive Director, Comprehensive BH & Integration.


EDUCATION AND EXPERIENCE:

  • Master's degree in social work, counseling, psychology, or related behavioral health field; active, unrestricted Michigan clinical licensure REQUIRED (LP, LPC, or LMSW) — a hiring requirement, not a preference, since this seat must hold clinical/licensure authority directly, without a matrixed split.
  • Minimum 5 years progressive leadership experience in behavioral health or SUD treatment operations, including direct supervision of clinical staff.
  • Working knowledge of DWIHN, CCBHC, and Michigan BH regulatory requirements; ACT fidelity model experience strongly preferred.
  • BLS required.
  • Demonstrated ability to lead through organizational change; experience managing cross-functional handoffs with case management or care coordination teams.

SKILLS:

  • Understanding of the dynamics of individuals who have a history of homelessness, substance abuse issues, and mental illness.
  • Ability to clarify assignments, establish priorities and communicate effectively; ability to plan, direct, coach, motivate and evaluate the work of others.
  • Demonstrated willingness to assume accountability, make decisions, supervise, coach, teach, counsel, and motivate others.
  • Mastery of communication and team building skills necessary to lead meetings and make formal presentations; mastery of writing skills required for grants, proposals, and reports; as well as management of complex dynamics.
  • Ability to analyze the impact of Managed Care environment on the Programs and apply concepts to program operations.
  • Ability to speak and write effectively using proper grammar and punctuation.
  • Aptitude to manage multiple responsibilities efficiently within a broad scope of functional areas.
  • Ability to influence others in an advisory/consultative/supervisory capacity.

PHYSICAL DEMANDS/WORKING CONDITIONS :

  • Walking, sitting, and/or standing for prolong periods of time may be required.
  • Normal office and medical office environments with exposure to noise, dust, or extreme temperatures.
  • Must be available to work all hours scheduled. These include but are not limited to early mornings, evenings and weekend hours as determined by the organization and Senior Leadership.
  • Work hours may shift depending on project or program needs.
  • May have close contact with clients and/or their living environments which could include potential exposure to contagious diseases, unpleasant odors and/or to bug/pest infestations.
  • Must possess and maintain an acceptable background check clearance, certifications, licensures and/or training as required by Central City Health, federal/state/county agencies, and other entities.


National Health Service Corps Loan Repayment Program:

Full-Time Clinical Guidelines:

  • Clinicians must work a minimum of 40 hours per week, for a minimum of 45 weeks service year.
  • At least 32 hours per week must be spent providing direct patient care at the approved service site(s); of the minimum 32 hours spent providing patient care, no more than 8 hours per week may be spent in a teaching capacity.
  • The remaining 8 hours per week may be spent providing patient care for patients at the approved site(s), providing patient care in alternative settings (e.g., hospitals, nursing homes, shelters) as directed by the approved site(s), or performing clinical-related administrative activities (limited to 8 hours/week); clinical-related administrative activities may not exceed a total of 8 hours per week.

Part Time Clinical Guidelines:

  • Clinicians must work minimum of 20 hours per week, for a minimum of 45 weeks’ service per year.
  • At least 16 hours per week must be spent providing direct patient care at the approved service site(s); of the minimum 16 hours spent providing patient care, no more than 4 hours per week may be spent in teaching capacity.
  • The remaining 4 hours per week may be spent providing patient care for patients at the approved site(s), providing patient care in alternative settings (e.g., hospitals, nursing homes, shelters) as directed by the approved site(s), or performing clinical-related administrative activities (limited to 4 hours/week); clinical-related administrative activities may not exceed a total of 4 hours per week.

Qualified Mental Health Professional (QMHP) - Individual with specialized training (including fieldwork and/or internships associated with the academic curriculum where the student works directly with people receiving mental health services as part of that experience) OR one year of experience in treating or working with a person who has mental illness.

AND is a psychologist, physician, educator with a degree in education from an accredited program, social worker, physical therapist, occupational therapist, speech-language pathologist, audiologist, behavior analyst, registered nurse, therapeutic recreation specialist, licensed/limited-licensed professional counselor, licensed or limited licensed marriage and family therapist, a licensed physician’s assistant OR a human services professional with at least a bachelor’s degree in the human services field.

For therapy codes: Mental Health Professional [Mental Health Code, Section 330.1100b(15)] - An individual who is trained and experienced in the area of mental illness or developmental disabilities and who is one of the following: a physician, psychologist, registered professional nurse licensed or otherwise authorized to engage in the practice of nursing under part 172 of the public health code (1978 PA 368, MCL 333.17201 to 333.17242), licensed master’s social worker licensed or otherwise authorized to engage in the practice of social work at the master’s level under part 185 of the public health code (1978 PA 368, MCL 333.18501 to 333.18518), licensed professional counselor licensed or otherwise authorized to engage in the practice of counseling under part 181 of the public health code (1978 PA 368, MCL 333.18101 to 333.18177), or a marriage and family therapist licensed or otherwise authorized to engage in the practice of marriage and family therapy under part 169 of the public health code (1978 PA 368, MCL 333.16901 to 333.16915).
