Compliance Leader (BSA Officer)

About the opportunity

A new commercial bank in the pre-opening stage, backed by a publicly listed parent company, is assembling its founding leadership team ahead of FDIC approval. We are looking for a Compliance Leader to design and run the bank's compliance program from the ground up and serve as its BSA Officer. This is a rare chance to join at the foundation and help shape a new American banking institution.

What you'll do

- Design and lead the compliance management program and the written compliance program approved by the Board

- Serve as the bank's BSA Officer, owning the BSA/AML program, including CIP, CDD/EDD, suspicious activity monitoring and SAR filing, CTRs, and OFAC sanctions compliance

- Lead the fair lending and consumer compliance program, including ECOA, HMDA, TILA, Reg E, Reg CC, Reg DD, and UDAAP

- Manage the CRA program, from strategic planning through examination preparation

- Serve as the primary contact for the FDIC, CFPB, and state regulators, and manage examinations and corrective action plans

- Run the compliance risk assessment, monitoring, and testing program

- Build and deliver compliance and BSA/AML training for all employees

- Run the customer complaint program

- Make sure compliance controls are built into new products, services, and technology before launch

- Oversee third-party compliance risk with the CRO, and report regularly to the CEO and Board

What we're looking for

- 12+ years of progressive compliance experience at a commercial bank or financial institution

- Direct experience as a BSA Officer or senior compliance officer at a bank under $1 billion in assets or an early-stage growth bank

- Deep expertise in BSA/AML, fair lending, consumer protection, CRA, GLBA, and FFIEC examination procedures

- Strong knowledge of FDIC, CFPB, FinCEN, OFAC, and state banking requirements

- Experience building a compliance management program from the ground up

- Experience managing federal and state examinations and corrective action plans

- Bachelor's degree in Finance, Law, Business, or a related field; JD or advanced degree preferred

A plus

- CRCM or CAMS certification

- Experience as a bank examiner with the FDIC, OCC, Federal Reserve, or a state regulator

- CRA strategic planning and HMDA reporting experience

- Experience with compliance technology and regtech platforms
