Senior Buyer

Project Overview Bechtel and Westinghouse Electric Company partnered to deliver the first AP1000 nuclear power reactors in Poland for PEJ. Bechtel will act as the Engineering, Procurement, and Construction contractor, responsible for design of the Turbine Island and Balance of Plant and construction of the entire facility. Job Summary The Senior Buyer performs purchasing duties including bidder prequalification, bid list development, solicitation, bid analysis, negotiation and commitment of purchase orders, administers purchase orders following commitments, and solicits budgetary quotes. Major Responsibilities Review prime contract requirements and prepare project master purchase proforma forms. Participate in development of project purchasing procedures. Maintain and monitor project bidder lists, ensuring input from procurement and other operational groups. Communicate with Engineering to assist in material requisitions. Issue and administer purchase orders. Communicate with suppliers to achieve required service and meet project needs. Prepare and organize procurement meetings. Participate in negotiations and commit purchases following approval by supervisor. Provide training and guidance to purchasing personnel on purchasing forms and procedures. Assist project procurement team with high monetary expenditure or risk commitments. Monitor billing for compliance. Education and Experience Requirements Bachelor's degree (or international equivalent) and 5–8 years of relevant experience, or 9–12 years of experience. Required Knowledge and Skills Basic Qualifications Must be able to live and work in the U.S. without sponsorship. Must pass pre‑employment drug screen and background check. Must have active security clearance or ability to obtain clearance. Minimum Qualifications Knowledge and experience in all phases of purchase order formation. Experience in purchase order administration, change management, monitoring supplier performance, backcharge procedures, and resolution of claims and disputes. Effective verbal and written communication skills with engineering, construction, project management, and subcontractors. Knowledge of UCM or applicable commercial legislation, negotiations, accounting, cost engineering, and internal commercial conditions.
