If no end date is indicated, the posting will remain open indefinitely.Job Posting End Date:07-22-2026****Reminder: Current permanent** **and temporary** **employees must apply through the** *Jobs Hub* **in Workday, not the external career site.******DESCRIPTION**Under the direction of the Coordinators for Elementary Curricular Programs, the Elementary Instructional Facilitator collaborates with curriculum staff, teachers, and administrators to provide instructional support, formal observations, and assists with professional learning activities in all elementary programs and initiatives. The Elementary Instructional Facilitator also assists with the design, development, and evaluation of the elementary curriculum and assessments, and provides ongoing support to schools. This position promotes access and equity for all students by providing leadership in the development, instructional support, and implementation of the Elementary Curricular Programs.**MINIMUM QUALIFICATIONS****Applicants must meet all qualifications below to be considered for the vacancy.****Education:*** Master's degree from an accredited college or university in Education, Curriculum and Instruction, or a related field.**Certification/Licensure:*** Hold a current Maryland State Department of Education (MSDE) professional certificate or license at the time of application in Early Childhood Education (PreK-3) or Elementary Education (1-6) as well as any of the additional endorsements below:* Administrator I or II* Supervisors of Instruction, Assistant Principals, and PrincipalsOut-of-state applicants are strongly encouraged to begin the application process for educator licensure with the Maryland State Department of Education in addition to uploading all required materials to your HCPSS employment application.**Experience:*** Five (5) years of professional certificated experience in an elementary education setting (e.g., classroom teacher or in a student services role).* Three (3) years of experience leading beyond the classroom or evidence of leadership roles or leading programs or projects.**PREFERRED QUALIFICATIONS**The ideal candidate for this role will also possess a combination of the additional qualifications below. If you don’t meet every one of the preferred qualifications, we still encourage you to apply, as we welcome applications from candidates with diverse backgrounds and experiences.* Leadership experience in elementary programs.* Experience designing and leading professional learning for elementary educators and support staff.* Experience developing curriculum and curriculum-based assessments including designing curriculum within the Canvas learning management system.* Experience monitoring and interpreting student data through management systems such as Hoonuit and Synergy.* Experience observing and mentoring elementary teachers.* Participation in state and/or national professional organizations which promote access, equity, and student empowerment.**ESSENTIAL POSITION RESPONSIBILITIES**The below list is a summary of the functions of the job, not an exhaustive or comprehensive list of all possible job responsibilities, tasks, and duties.* Support observations of new HCPSS staff using curricular models and frameworks in the four core content areas (i.e., language arts, mathematics, science, and social studies).* Provide direct support to individual elementary curricular programs offices to ensure exemplary implementation of major curricular projects, revisions, or events (e.g., SCH, environmental programs).* Support the design, development, and implementation of large-scale Elementary Curricular Programs events, such as Countywide Professional Development days, New Educator Orientation, and Standards Based Instruction and Reporting implementation.* Represent Elementary Curricular Programs on various HCPSS committees and workgroups for current initiatives (e.g., Calendar Committee, Systemic PL Steering Committee).* Support MTSS and Tier I instruction through the design, development, and implementation of elementary curricula and instructional and assessment resources that are based on standards and best practices, to align with meaningful assessments that provide actionable data for instructional planning.* Work within our HCPSS Learning Management System to communicate with teachers, develop and distribute asynchronous professional learning, as well as support management and development of online curricular resources for elementary curricular programs.* Facilitate decision-making within instructional teams, departments, school support teams, and other professional groups, and keep abreast of current research and trends in Elementary Education and engage in professional development activities to enhance personal knowledge and skills in evidence-based practices for elementary-aged students. Support and participate in initiatives that engage students, parents, and community members.**ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES**The below list is a summary of the knowledge, skills, and abilities required for success in this position, not an exhaustive or comprehensive list.**Knowledge*** Curricular Frameworks: Deep understanding of Maryland College and Career Ready Standards (MCCRS) and HCPSS curricular models across Language Arts, Mathematics, Science, and Social Studies.* Instructional Best Practices: Mastery of MTSS (Multi-Tiered System of Supports) and Tier I instructional strategies to ensure high-quality core instruction for all students.* Assessment Literacy: Knowledge of Standards-Based Instruction and Reporting (SBIR) and the ability to design assessments that yield actionable data for instructional planning.* Research and Trends: Familiarity with current evidence-based practices in elementary education, including environmental literacy and systemic professional learning trends.* LMS Architecture: Understanding of Learning Management Systems (e.g., Canvas) for content delivery, asynchronous learning, and resource management.**Skills*** Observational Coaching: Proficiency in conducting non-evaluative observations and providing constructive, curriculum-aligned feedback to new staff.* Project Management: Ability to lead large-scale initiatives such as New Educator Orientation, countywide PD days, and specific environmental or school programs.* Instructional Design: Skill in developing asynchronous professional learning modules and digital curricular resources that are user-friendly for educators.* Data Analysis: Ability to interpret systemic and classroom-level data to refine curricula and identify gaps in student achievement.* Facilitation: Expertise in guiding instructional teams and workgroups toward consensus and evidence-based decision-making.**Abilities*** Collaborative Leadership: Ability to represent the department effectively on systemic committees (e.g., Calendar Committee) and work cross-functionally with various offices.* Adaptability: Ability to pivot between diverse content areas (from Math to Social Studies) while maintaining high standards of support.* Stakeholder Engagement: Ability to communicate complex curricular goals to diverse audiences, including teachers, administrators, parents, and community partners, building collaborative relationships, and responding thoughtfully to questions and concerns.* Strategic Planning: Ability to align elementary curricula with broader system-wide goals and the HCPSS Strategic Call to Action.* Self-Directed Growth: A commitment to continuous professional learning to stay at the forefront of elementary educational research.**APPLICATION REQUIREMENTS**Complete applications must be submitted, and once your application has been submitted, you will not be able to add documentation or make any changes. Include in your response the position(s) in which you gained this experience.6) Please identify any experience you possess in state and/or national professional organizations which promote access, equity, and student empowerment.**SELECTION CRITERIA**Applicants who meet the minimum qualifications will be included in further evaluation. Interviews will be limited to those applicants who, in addition to meeting the basic requirements, have experience and education which most closely match the position qualifications and the needs of the school system.**EMPLOYMENT INFORMATION****Compensation**This is a 12-month per year position in the Howard County Association of Supervisors and Administrators (HCASA) employee unit. The current salary range for this position is Grade II on the Central Office Administrators salary scale. Actual placement will be in accordance with the salary procedures of the Howard County Public School System and the HCASA Master Agreement which considers relevant prior experience. Under the Fair Labor Standards Act, this position is **exempt** from overtime.**Retirement**Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee’s annual salary.**Benefits**HCPSS offers a comprehensive benefits package for eligible employees. Information about additional benefits such as paid time off can be found in the negotiated agreement for employees in this bargaining unit.**Pre-Employment Requirements**Professional references will be contacted prior to any offer of employment. Recommended candidates will be required to provide references from current and recent supervisors.All employees, regular and temporary, must be fingerprinted, have a criminal background investigation completed, and successfully complete the Maryland Employment History Review, pursuant to Section 6-113.2 of the Education Article, Annotated Code of Maryland.
