Category 18 appointments are not to exceed three (3) years in duration; however, this is a grant-funded position and its duration is dependent upon future funding availability.This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents are considered “at will” and serve at the discretion of the Appointing Officer. Recruitment ID : PEX-1823-165892 Under direction from the UASI Grants Manager, the UASI Grants Analyst performs a variety of programmatic, financial and administrative functions, including initiating and executing accounting transactions, reconciling revenue and expense of complex grant programs, developing and monitoring grant program budgets, and preparing and organizing extremely complex and difficult accounting records for audit reviews. This position also requires developing complex tables of payroll, statistical, or programmatic data, interaction with program and fiscal staff of various bay area sub-recipient jurisdictions, administration of contracts and procurement processes, and responding to internal and external program and financial audits as well and monitoring of sub-recipient grant project spending activities to ensure grant compliance. Overall, position is responsible for implementing policies and procedures to ensure programmatic and financial compliance of all UASI grants, and for managing the site reviews and monitoring visits of subrecipient jurisdictions. Specific and essential duties asigned to this position include: Provide program and fiscal support in administering the UASI program for the Bay Area region, including but not limited to ensuring programmatic and financial compliance with all UASI grants based on requirements from the Department of Homeland Security and the California Governor’s Office of Emergency Services Maintain familiarity with the Federal Code of Regulations, the California Governor’s Office of Emergency Services Grant Standard Assurances, and City and County of San Francisco Office of Contract Administration and Controller’s Office requirements Work closely with members of the UASI Management Team responsible for grant compliance to ensure processes and procedures are followed prior to encumbering funds and issuing payments Validate and process appropriate claims, invoices, reimbursement requests, MOUs, and similar operating expenses fiscal paperwork Draft, finalize, and implement a variety of fiscal reports to reflect up-to-date financial status Coordinate activities and resources for regional subrecipients, including but not limited to coordination of contracts and purchase orders to fulfill National Priority Area projects as defined by the Department of Homeland Security Monitor subrecipient activities towards compliance to grant provisions, including performing annual site-visit monitorings across 14 jurisdictions and their multiple agencies Establish financial coordination mechanisms between operational partners Review and approve vendor deliverables and invoices; Provide written status reports and provide oral presentations to the UASI Grants Manager, as requested Perform other related duties as assigned EDUCATION: Possession of a baccalaureate degree from an accredited college or university, AND EXPERIENCE : Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the182X Class series. Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience. Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years).Thirty (30) semester units or forty-five (45) quarter units equal one year. Note: One year of full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
